House votes to give Obama limited line-item veto 7:21pm EST

WASHINGTON (Reuters) - The House of Representatives voted to give President Barack Obama a limited line-item veto authority on Wednesday in a rare display of bipartisanship on bitterly divisive spending and budget issues.

The House voted 254-173, with 57 Democrats joining Republicans in favoring the bill, which allows the president to propose elimination of individual items in spending legislation and subject them to a separate, second vote by Congress.

Sponsored by the top Republican and Democrat on the House Budget Committee, the line-item veto bill had strong support from the White House. Many presidents have sought line-item vetoes over the years as a tool to chip away at wasteful spending.

Currently, the president must sign or veto spending bills in their entirety.

A Republican-controlled Congress in 1996 gave Democratic President Bill Clinton a full line-item veto authority that required a two-thirds majority to override and reinsert spending measures.

But the Supreme Court ruled it unconstitutional in 1998, saying it took spending powers away from Congress.

The bill passed on Wednesday tries to get around the constitutional problem by subjecting vetoed items to a second vote in Congress.

To put him on the spot and force him to make choices. He can no longer blame congress on spending issues. If it was to Obama’s advantage it would have never come up and 173 dems would not have voted against it.

Though it sounds like typical Democrat plotting—you're right! In an election year, this puts Obama front and center on every issue. He can line-item-veto nothing and will appear even worse.

That way...they can present bills that they themselves despise, but want to appear to be on the side of their constituents, but guarantee that they will be vetoed; when they are they can squeal that it wasn’t their fault.

You normally make posts' that are reasonable and make sense, B-U-T, I feel you went over the edge on this one. You said 2 things that are a little .... hmmmm..... let me just say: DUH.

Concerning # 1....who the hell would vote to impeach him? Definately not a single democrat, nor the likes of RINO's Brown, McCain, Hatch, Cochran, Wicker, Lugar, Snow, Collins, etc.....not even on a good day !!

On # 2, who do you think has been going along with and encouraging obama and Reids' a$$holes? The same RINO's mentioned in # 2 above.

McCain is the best thing that has ever happened to obama. They are a "stealth" tag team and Joe Biden is probably jealous as hell of McCain !!

Not exactly a line item veto, but more a presidential power to require a second vote on specific items. Didn't see anything that would require anything more than a majority vote to agree or disagree during a second vote.

This is likely to pass the Senate and would certainly be signed by POTUS.

This makes sense.

Now Obama’s got zero excuses for not passing a budget. Congress sends it to him, and he vetoes the stuff he wants to veto.

It then goes back to Congress for a second vote. As such, it isn’t really a veto, in that it doesn’t get overriden.

The stuff he wants to cut goes into a bill, or several bills for up and down votes.

I don’t see a problem with this.

I heard something about this awhile back but I never thought they would go through with it. The republicans have now merged with the democrats. Its just a two headed hydra at this point.

Congress just approved the use of drones to start flying surveillance in the US so that means the republicans had to let it pass through the House.

What next?

This will force Zer0 to take the Chinese menu and pick two items from the left column, and two from the right column, and he lives or dies based on his individual choices.
