so is this tunnel supposed to be like a giant U to tap into the lake from the bottom so that they can siphon off water from the side of the lake???

DEVELOPING: At least 18 people are trapped and one person is dead after a tunnel under construction collapsed in Nevada, the National Park Service says.
The tunnel project in Lake Mead, where the collapse occurred, was created to deal with ongoing drought conditions in the Southern part of the state, Fox 5 reports.
