Panetta allows general to retire as 3-star

WASHINGTON—Defense Secretary Leon Panetta has permitted a three-star Army general accused of bullying subordinates to retire without a demotion in rank, the Pentagon said Wednesday.

A Pentagon inspector general's investigation last year found that O'Reilly regularly yelled and screamed at subordinates, often in public, demeaned and belittled employees and behaved in such a way as to result in the departure of at least six senior staffers from the Missile Defense Agency during his time as its director.

However, Panetta also placed in O'Reilly's permanent file a letter of reprimand, according to a senior defense official. The official, who disclosed the reprimand on condition of anonymity because it will not be publicly announced, said the letter states that Panetta disapproves of O'Reilly's management and behavior as head of the Missile Defense Agency.

Panetta wouldn’t have liked my basic training platoon sergeant. :>)

Hell, I wrote one of my LORs before the event occurred, and handed it to the shop chief when the event was over. He signed it, it went into the record.

It didn't even leave mark.

During my AF Academy years, we had a name for people like this: “flamer”. NOT a complimentary term. I knew my share both in and after the Academy as an active duty pilot.

In short, the guy’s an insecure asshole. He should never have gotten a star, let alone 3 of ‘em.

It’s all who you know, folks.....trust me.

In the old army they had a class called “cussing for commanders”.

“Lack of ability with colorful commentary” was a failing evaluation.

No...they're not. I've written an LOR and that individual has moved on, improved and been promoted twice. It was an LOR for an AWOL. There was some politics involved (they had 1st and 2nd level command permission to be on leave) and I was ordered to write it by the Wing Commander.

In most cases an LOR stays in your file for 6 months...doesn't go forward...and after 6 months...if you've been good...it's shredded. Different procedures govern different LOR's...depending on the service.

Now...and LOR for a general or a field grade officer or senior NCO? Yeah...usually career ending. An LOR for a company grade, NCO or airman/soldier/seaman/jarhead? No. You can recover from that.

Worked for my share of hard asses as part of the big Green Machine. Some had the background and responsibility to warrant it, and I was fortunate to train under them. Some were merely dilettantes and were shown the door in short order. Troops can smell out a fraud PDQ.

So?!?!? LOL sounds to me like his subordinates were probably girlish if they have to complain about being bullied.

It says more about them and their ability to manage their boss.

I never saw anyone recover. Get an LOR, pull the clearance, put on grass duty, commence finding a reason for another LOR and then outprocessing.

No way. That stuff is dangerous just sitting there with all the pins in.
