By whose metrics will this be counted? Will it be for bits received, bits sent, or both? What about unwanted email like spam? What about senders outside of California? What about email users with California-based email servers who don’t live in California?

This is the most inane, ridiculous plan I’ve ever read. I’m really stretching by calling it a plan to begin with.

Of course, the tax excludes the politicians who support it!!

California is being driven right down to Hell (most of the damage coming from the insane politicians and their super-high taxes and restrictive regulations driving up the cost of living, or just rudimentary survival... and driving business and investment ... and thus jobs ... OUT as fast as they possibly can leave).

And the roads have potholes big enough to swallow your average Prius, or 3 stupid little “SmartCars.”
And most of the schools suck, too.

A real shame. California was once-upon-a-time a good place to live.
