Obama quietly institutes mandatory HIV testing

With almost no public notice, President Obama has issued an imperial decree executive order requiring universal HIV testing. Yasmeen Abutaleb of Reuters published a blandly-title dispatch, "Obama orders stepped up effort against U.S. HIV/AIDS epidemic" that takes seven paragraphs before getting to what should be the lead:

How is this funded? Appropriations have to come from Congress

I don’t have it and barring a bad blood transfusion am likely not to get it. As a matter of fact if you are not an active homosexual or a black woman who has sex with all the black men on the down-low, the likelihood of getting HIV is close to zero.

Most people who go to a doctor get blood drawn at some point. The Hussein Deathcare Law will merely REQUIRE all laboratories to use a portion of that blood to test for the AIDS and report the result to Herr Sebelius.

I don’t think most people will ever, ever know.And if this a clandestine way to collect DNA for their new Data center, I wonder if it would hold legal muster in a criminal investigation when used against you?
On second though, since NSA has something on just about everybody, I guess the Tyrants to force judges (while we still have them) into ruling anyway they want them to.
