“Undoubtedly, all of this makes sense and can function, can work, only if we hear that the American side and those who support the United States in this sense rule out the use of force,” Mr. Putin said in televised remarks on Tuesday night, “because it is difficult to make any country — Syria or any other country, any other government in the world — unilaterally disarm if the use of force is being prepared against it.”
He noted that Syria had “a certain arsenal of chemical weapons,” and that “the Syrians have always regarded it as an alternative to the nuclear weapons in Israel.” He said he and Mr. Obama had agreed to ask Mr. Lavrov and Secretary of State John Kerry to work intensively to try to resolve the issue.

I trust Putin to monitor this. He knows the treaty, in fact Russia is in violation. Who better to aid Assad. We should dismantle some nukes, as a thankful gesture.

Assad used tactical WMD which are comparable to Israeli tactical WMD, but NOT comparable to Israeli strategic nukes. Assad also has strategic chemical WMD in reserve to counterbalance Israeli nukes, which Putin has already pointed out thus putting it all on the table, IMO. I don’t see Assad giving strategic WMD up unless the Israelis give up their WMD, which they won’t

I suspect that the President wouldn’t mind using that as a club against the Israelis. In that sense, he, the Syrians and the Russians have common ground. Seems like a red herring with respect to the matter at hand, in any case.
