House GOP Mulls CR with Vitter Amendment (Sword of Damocles)
National Review ^ | September 28, 2013 6:39 PM | Robert Costa

House Republican insiders acknowledge a shutdown is increasingly likely, due to House conservatives’ aversion to passing a “clean” continuing resolution that simply funds the government. But the leadership isn’t ready to concede defeat. Behind the scenes, Speaker John Boehner and his allies are finalizing their strategy for the eleventh hour: a last-minute CR play.

Here’s how it could unfold, according to sources familiar with the leadership’s closed-door deliberations.

First, the House passes a CR today that delays Obamacare’s implementation for one year and repeals the medical-device tax. This legislation will almost certainly die a quick death in the Senate.

Should that happen, the House will send another bill back. The leadership is mulling several options. At the top of the list is a revised CR that includes the Vitter amendment, authored by Senator David Vitter (R., La.), which would eliminate Obamacare subsidies for congressional staffers and members.

The leadership thinks that a final CR with Vitter’s language would put them on solid political ground, even if Senate Democrats resist. In that scenario, and the government shut down, Republicans would argue that Democrats shut down the government to protect their perks.

Touche. Vitter’s ammendment snookers Reid into looking like an elitist cryptkeeper.

I been posting that they should do this for weeks. That must be why its brilliant HAHA. (Doesn't this CR just last to November anyway?)

This is the really low hanging fruit that Dems and Obama have no defense for.

How many in congress will oppose cutting off their own perks that they will even still get in a shutdown if nothing goes in to law?

Beat Dems

Other than Manchin, what other sky-blue Democrat(s) could be peeled off?

Well, I’m very happy they’re still putting up a fight. Praying they come through for freedom.

Because it is good policy to never trust the GOP leadership.

Must be it.

I have a nasty feeling whenever I read anything that says the Republican leadership has figured out a way to screw the Democrats.

It always ends up screwing us instead of them.

But what if the Senate passes the one with the Vitter amendment? Does that mean we get full implementation of Obamacare, with that one modification?

That’s a disastrous deal for us, since the whole Congressional exemption thing is a trifle compared to the full impact of Obamacare.

I would like to see GOP beat Obama and Reid once in a while.

GOP minority victory in 2010 was shaming Dems into adding to Obama-care a provision that forces congress and their staff to get their health care from Obama-care exchanges.

But the weasels got Obama to give them that subsidy to pay for it.

This is one I been posting for here for a month or so now.

Imagine Reid having to get the Senators vote for this.
I love it.

Vitter amendment with unanimous GOP opposition to cloture takes back the Senate in 2014. Period. But it will never happen with Progressive VietCong operative McCain on the job.

So they will abandon protecting Americans from disaster and will instead simply guarantee the elites will be afflicted along with the serfs.

I know the GOP has some end game in mind. The vitter amendment idea is as good as any. They are currently forcing the dems into defending Obama care on the record. Then it will be time to take their case to the voters next year. I sure wish we could back at Obama for illegally giving exemptions regarding this law. Heck, even if the senate passes the vitter amendment, Obama my still give the exemption. It already is the law,,

I think they won't. Obama has already made it clear he won't sign anything but a "clean" bill. This amendment, while not what we need, puts the Democrats in an indefensible position.

On second thought, it's too soon for this. Shut down the government for a few weeks, then offer this.

""As the HHS Secretary may determine"... Obama will just tell HHS to give them the exemptions anyway

What's to think about? This should have been in there from the beginning.

Oh wait... Maybe it's because Boehner and Reid secretly colluded to get special treatment for congressional staffs back in April:

Lawmakers, aides may get Obamacare exemption
