In reality, Lee was referring to a certain procedure in the House Of Representatives that allows bills to be “rushed” to the House floor:

IMO, martial law is martial law - doesn’t matter how you try to define it or why it is instituted. Considering that it was Sheila Jackson Lee that uttered these words, I suspect that she only understands that it means one thing. Certainly those rulings handed down by BO and his henchmen it has been clearly demonstrated that it means only one thing.

Couldn’t agree more. Martial Law is Martial Law. Of course, the author is covering up for a brain dead that doesn’t have the slightest clue about the context he’s talking about.
