My guess is that the agreement won't even be submitted to the Senate for ratification.
Instead, with full ceremony, Obama will sign it and it will be deemed "in effect" with his signature.
This has been a popular approach with Democrat administrations lately.

Israel should act, yes, but I don’t think they will in the foreseeable future. Israel hawks and doves are more clearly divided than in America. They have for some time been caught in the cultural limbo of ‘waiting to wait’. If any country kick starts the war, and I mean WAR war, not some anonymous cherry bomb targets, that country will probably be Saudi Arabia. The Saudis can be harmful to us, yes, but most of America and most the Saudi family and most of Israel know not to trust the Mullahs of Iran with anything valuable.
