Holyoke woman, sick with cancer, arrested on warrant issued after she failed to renew dog license

Up until the time police put her in handcuffs and loaded her into a cruiser, Ann Musser was not expecting to be arrested.

“I just wished that at least for my first time getting arrested, I had something interesting to say about what I had done wrong,” said Musser, a Holyoke resident.

Musser was arrested at her home Friday night on an outstanding arrest warrant issued by Holyoke District Court for failing to appear in court. The court appearance was scheduled last September because Musser had failed to comply with repeated requests from the city of Holyoke in June for her to renew the license for Pumpkin, her 14-year-old family dog.

Musser, 41, admits failing to pay the $5 renewal fee was an oversight on her part, but she had a lot on her mind at the time. The main thing was the diagnosis for advanced ovarian cancer and having to undergo major surgery.

So what if she were about to go to the hospital for her critical surgery? I mean, within a few days? And she was arrested? She doesn’t go to the hospital, doesn’t get surgery, and suffers unfortunate consequences.

Unfortunately the legal system makes no exceptions (except for the ruling elite and their families, and prominent leftists)

I’ve never really understood the whole dog license thing. Somebody with deep pockets needs to test case it and get it killed, there’s no real justification for it.

I got a cat from the pound. The list of rights this gave them was insane. They could, according to the papers I had to sign, come in and inspect at any time. I was required to keep current on shots and licenses. They could take back the cat at any time for any cause. I was required to have it neutered. I was not allowed under any circumstances to give the cat away. I was required to return it to the shelter. And, then I had to wait a week because Halloween was coming up and they don’t let people adopt cats for two weeks before.

I honestly expected to just go in, pick out a cat and take it home. I had no idea it was such a huge deal. Now, none of this inspection or follow-up happened. But it could have and still can.

I think this situation is assinine, and they went a little above and beyond in the enforcement. Love the fact that government agencies are incapable of communication with each other. So, after you pay the fee and late fees, if the warrant has already been issued, it can’t be rescinded? That’s ridiculous.

OTOH, how about a little personal responsibility for the family? Did somebody nail her husband’s foot to the floor and keep him from taking care of this? Apparently, they got several notices before the warrant was issued. I know if I were sick, Hubby would be doing everything in his power to not only take care of me, but to make sure the things I normally handle got taken care of, as well.

Her husband let her down. Yes, he did. If he knew enough to tell the arresting cops why his wife should not be in jail, then, okay, what was preventing him from seeing this issue through for her? When my mom was dying from diabetes, my dad assumed some of her duties, or made sure things were done by giving us children little jobs to do. Her spouse seems loving enough, sitting there on the couch grinning. Too bad her did not step up and take charge. This is all separate from the fact that the arrest was both cruel and stupid. Those pet licenses should be every three or four years, not every 12 months.

He looked pretty dangerous to me. The officers were obviously exercising a lot of self-control or else their trigger finger was ringed by a doughnut. Either way that dog’s name has got to be Lucky.

The bill the person charged for everything - the arrest, the detention, a fine for not appearing, court costs, lawyer, etc. etc.

Parking ticket? Tow your car, pay impound fee, towing fee, and so on - $500, easy.

Don't blame the LEOs in this instances. If they instructed to serve an arrest warrant, that is what they have to do. They can't ignore the law, like 0bama and Holder.

The people to blame are the ones who created this inane law and its punishment.

You see this the way I do. The system is out of control. That aside, her husband could have, and arguably should have, done more to help her out before it ever reached the point it did.

Maybe they need to start taking an interest in the background of the tasks they’re given, considering how up-gunned everyone is these days.

It’s noble to go after murderers, rapists and thieves, but to get waxed over a dog license...
