U.S. Rep. John Conyers Jr. said he will re-introduce in the 113th Congress legislation that calls for a seven-member commission to study reparations for African-Americans.
It is the most important piece of legislation I have ever introduced, and I will re-introduce HR40 in the 113th Congress, Conyers (D., Mich.) told the 400 attendees at the Revitalizing The Reparations Movement conference last week at Chicago State University. The 113th Congress first met Jan. 3, 2013.
He made his comments in the wake of 14 Caribbean nations demanding reparations and apology from Britain and other European countries for the trans-Atlantic slave trade. If the countries fail to negotiate with the Caribbean nations, they will sue them in the World Court, which is located in The Hague, The Netherlands. Thus far, Sweden is the only country that has indicated a willingness to negotiate reparations.
Introduced in 1989
Conyers said the actions by the Caribbean nations will revitalize the reparations movement in the United States. I think it is going to be a springboard for reparations, he said.
Conyers first introduced the legislation, titled Commission to Study Reparation Proposals for African Americans Act, in 1989 during the 101th Congress. The bill was referred to the House Judiciary Committee, where Conyers is the ranking member.
The eight-page piece of legislation, which was co-introduced by U.S. Rep. Bobby Scott (D., Va.), said the 4 million Africans and their descendants were enslaved in the United States and colonies that became the United States from 1619 to 1865.
The government sanctioned slavery from 1789 through 1865, enabling it to flourish. At the same time, it deprived Africans of life, liberty, citizenship rights, and their cultural heritage. In addition, slavery denied them the fruits of their own labor.
What it would study
The Commission to Study Reparation Proposals for African Americans Act would study the lingering negative effects of slavery and discrimination and recommend appropriate remedies in consideration of the Commissions findings.
In addition, the commission would examine defacto discrimination against freed slaves and their descendants from the end of the Civil War to the present, including economic, political, and social discrimination.
The commission would hold hearings and submit a written report. Conyers said he wants to hold hearings in Washington, D.C. about reparations for African-Americans.
He said, If the Republican Congress blocks the hearings, I will hold them throughout the country.
They know it’ll never pass, but it gets the folks back in their districts fired up.
Pass the bill and pay any living former slave and be done with it .....
He’s been doing it every year for 25 years and nothing happens. Why should this year be any different?

My family came here in the early 1900’s, fought in two World Wars, Korea, Vietnam, Desert Storm and now Afghanistan and Iraq.....We don’t owe anyone squat.
His ballot problem (assuming it isn’t solved for him by co-conspirators and/or enablers) is probably the prime motivation behind this move.
I want the other democrat to win just to remove Conyers.
Reparations is restitution. Indeed. Those who committed crimes that deprived their victims of property and liberty should pay the price.
It is just that those who committed these crimes and their victims are long since gone.
And ghosts are not people and not subject to this jurisdiction, Mr. Conyers.
And let’s have some fairness in this reparations scam. My ancestors came here as Irish indentured servants. Where’s my reparations? Huh? Huh?
Not only that, they should also have to pay the GOP reparations for the lives lost in fighting to end slavery, and for the attacks on Republicans during the civil rights struggle up to the 60s.
We’ve been paying reparations for decades already: Food stamps, welfare checks, Obama phones, etc.
Republicans would be smart to simply, for a change, step back and say, “well, it’s free country. Let Mr Conyer present whatever he wishes to the American people, and we’ll see how they feel about it.”
While you’re at it, how about reparations for the Irish, and the Chinese, and Mexicans...and Greeks, like me. My Dad came to this country and shined shoes as a teenager, and someone kicked him in the stomach instead of paying him. It was in the 20s, and I think the guy owed him like 25 cents.
With interest, it might quite a bit by now....
Slavery, was outlawed in many states was it not? Why would people in Idaho have to pay reparations, or California for that matter or Texas. I think this is basically in the South, no?
So, come down here to Georgia, John, and see how far you get with this one. Owe, and while you’re at it, be sure to tell us what an Uncle Tom Clarence Thomas is, as you know what you’re doing is illegal and contrary to our constitution.
If slavery, was legal in this country, how can we go back and say it was illegal? That would be like two gay guys getting married where it’s legal, then one guy goes to Texas where it’s illegal and gets a divorce.
I heard somewhere that he’s not running again, but is thinking of putting his name in as a write in candidate? Is this true? ROTFLMAO....
