First off, the war on terror is not over, it's been revitalized and given a new lease on lie by the feckless policies, if not outright aid and support, of and by the Obama Administration
Second of all, while we have historically released prisoners at the ends of previous wars, the 5 men Obama released are not conventional POWs.
They are high level terrorists who were the 4 star Generals of a state sponsored terrorist regime and as terrorists they are internationally recognized war criminals who are the UN’s list of internationally wanted for Genocidal war crimes.
These are the guys who, among their many other innovations in depravity and murder, invented the execution of women as half time entertainment for soccer matches and proudly marched innocent young women to center field , forced them down on their knees and blew their brains out.
