This isn't related to the core enumerated powers questions in Bond but struck me as sufficiently interesting that it was worth posting about separately. In his post about Bond, Mark Tushnet writes:

Work out the scenario as you wish, but I doubt that it's a good constitutional design to require the U.S. government to take the negotiating position, "We're fine with giving up Alaska but unfortunately we can't do it, so bomb away."

Yes. Very good. Alexander II emancipated the serfs and there were many different assassination attempts on his life, until finally one succeeded. He was blown up by bomb throwing terrorists in 1881.
His son, Alexander III, was so enraged he canceled all of his father’s reforms and doubled-down on the Russian people. His son was Nicolas II, who was murdered, along with his entire family, by the Bolshevik communists.
Had Alexander II lived, perhaps his reforms would have continued, and Russia would have a monarchy more like Great Britain, and world history would have been drastically changed. Maybe no Lenin, no successful USSR, no communists, and even no Hitler.
