I call it the Wind Turbine Engine.
The concept is that into the firebox of a large power-generating engine will be placed Wind Turbines. Due to their flammable nature, ignition is natural. The fire heats water to steam which drives generators to produce electricity.
Around here in MA, the supply of the raw combustant, Wind Turbines, are abundant! Nothing is needed to convert the raw ingredients to the fuel needed for the engine... just shove it in.

The stresses, friction, and power surges created by the high winds could cause the turbine to catch fire — but, that has nothing to do with “extra oxygen” as the article states. Once there’s a fire, then, as you say, the wind might make burning easier.

Moving machines require supervision no matter where they are.
