I did some research a while ago seeking to find out the penalties for using a borrowed or stolen social security number. Besides reading relevant code sections, I also called my congressman’s office. Apparently, according to my research, there is no law against using a bogus social security number unless you do something fraudulent.
I find this rather odd.

I do some genealogical research occasionally and I have bumped into a site which features Social Security numbers of dead Americans, free for the picking.
0 uses a dead man’s SSN so this situation is acceptable.
