According to Virginia law, health care professionals, including the State Health Commissioner, are required to report suspected cases of child abuse or neglect to the Department of Social Services to be investigated. In the new Virginia (perhaps it should be renamed "Slutia", since virginity will be verboten), failure to provide condoms to teenagers will be considered child abuse, but rape will not. Talk about promoting a "rape culture".

if any person carnally knows, without the use of force, a child thirteen years of age or older but under fifteen years of age, such person shall be guilty of a class 4 felony.
Even if the second person is also, a child thirteen years of age or older but under fifteen years of age?

Why would it be okay not to report those rapes that contribute to profit for one of their largest campaign donors? [Some questions answer themselves.]

Grrrrrrrr
So, non-reporting of a Felony is not a crime itself?
Awareness + Ability = Responsibility

Virginia Attorney General Mark Herring should immediately be arrested for facilitating the crime of rape.
