Why have nuclear weapons if you are never going to use them?

I wonder if you’ll be able to go into discount stores and buy pieces of Mecca Green Glass just like how you were able to go in there and buy pieces of the Berlin Wall twenty-five years ago?

The Bible says that at some point in the future will be destroyed never to be inhabited again. I don’t know if something like this could be it but it is an interesting possibility.

I've spent a few minutes looking at the article, and looking through the Internet for other sources for the claim that "Russia is ready to use nukes", and I couldn't find any.
Where does this web site get that from? Or are they just pulling it out of their butts?

There are no friends or allies in the ROP-dominated countries. They all hate us. Some ally with us for their own gain. Eliminating all those countries would bring immediate peace to most of the world.

The oil price war is what’s really happening. Russia’s economy depends very much on high oil prices and is being defeated by low oil prices.

you are either ready or you are not.
Its a binary outcome - one or the other.
Most capable military command structures have contingencies for most everything. It is likely the russian high command has a few contingencies for the syria/ISIS mission that includes the use of tactical nukes. So, yes, they are ready to use nukes.
The big question is "what is the probability of a tactical nuke strike?"
For the sake of conversation we might want to explore the conditions that would push that probability out to 100%.
