I would stick around. Maybe get a few guns by raiding the FBI HQ. Then over to the gem collection at the Museum of Natural History for some bling. Smithsonian has some cool old stuff I’d like to have.
The worst possible attacks would be nuclear, biological or chemical. In all three cases (and you are someplace not in the immediate of the kill zone), wind direction is critical.
The prevailing wind direction around DC is North to South: head West and North. Most highways out of DC will block up solid, so know your alternate roads.
The time to bug out is now.
What is the back story on why this is put out NOW? What does Homeland know?

My close friend lives in Burke, VA. I love going to northern Virginia to visit & the traffic usually isn’t too bad except when afternoon rush is backed up all the way to Richmond.
He & his wife are well armed & won’t be joining the stampede.

EMP is overblown. EMP does NOT kill all things electrical and electronic. It hype has been overblown by the Internet.
Like all those nerds wanting “non-computer diesels” only to be asked what do they plan to do with their alternator that has electronics in it, or that as a coil it is the most likely to be susceptible to EMF, only to respond, “Duh, what??”
