(a) tell all dc residents to stay indoors and ignore all further commands from authorities (for their own safety)
(b) airdrop the san jose mayor, police chief, and assorted la razzies and illegal aliens over dc (parachutes optional)
(c) make at emegency stop at my nearest neighborhood alcoholic beverage supply depot, buy up all the "supplies" that i can afford, and invite my friends over for more "dc rescue coordination" meetings
(will the blockade be televised?? lol)

Like your plan. It is, indeed, foolproof.
After 5:00 PM traffic today in DC (a shooting at the liquor store at New York Ave & No. Capital St NW, again) and a police officer hit by a car, nobody could go anywhere.
First of all, there is no Traffic Division trained in handling require or emergency traffic. DC never has had a Traffic Division whereas Baltimore has had one for centuries (and they are good).
So in case of an emergency in DC wherein you have to evacuate to southern Maryland of Northern Virginia, forget it.
My solution, based on an old joke is:
Pull down your pants or skirt, bend over, and kiss your everloving ass goodby, because that’s all you will be able to do, other than to jump in the Potomac and try to swim across to Virginia.
If I could not clear the Beltway before the evac order, I would go old fashioned, C&O, or Amtrack. 270 and 70 would likely become parking lots all the way to South Mountain.

Can we blow the bridges, block the tunnels, and only evacuate thinking people? There aren’t that many in DC.
I work a few blocks from the White House. Believe me, you can’t even get out at rush hour, forget during any kind of emergency. Utterly impossible.
Not in DC but... I keep a “go bag” in my car including MREs and water, and I keep the fuel tank at least half full. I can walk out the door right now and be “wheels up” as my AF buddy says in a matter of seconds.
“I would stick around. Maybe get a few guns by raiding the FBI HQ. Then over to the gem collection at the Museum of Natural History for some bling.”

In case of DC getting attacked, block the roads, let no one out, check back a few later after all the fires have died down.

You couldn’t evacuate just DC. Depending upon the nature of the disaster, everyone within a ten-mile radius of town would also get on the roads even if they didn’t know where to go. You would have instant total gridlock, people would run out of gas and abandon their cars. By the time anyone got that mess sorted out the crisis would be over for better or worse.
Having grown up in Arlington Forest years ago I’ve often thought about this. I guess your best option would be to shelter in place so you better plan for it.
First thing is blow the bridges into Virginia and Maryland.
