DNC changes date on campaign contribution to subvert campaign finance laws.

Before you read, note: All credit for the discovery goes to /u/bananawhom who posted this to /r/dncleaks

Kristin White: Bennett Murphy gave $33,400 to our 2/11 event (CA472a) but the NFC List 2016 has him down for giving $30,900 this year. Would you mind poking around/updating?

Daniel Parrish: So it looks like he gave $33,400 but since it was a Hope event and he hadn’t maxed out in 2012, $2500 went to the debt. I can add that back in on top of his 2015 total. Does that work for you? Lindsay Rachelefsky: Yes thank you!

Hey, that would put it in a different reporting period. But there may be something a lot worse here. Here's how I think it works.

Someone doesn't give a max donation one year, say 2012. The difference between what they gave and the maximum is recorded as "debt." So this guy "owes" them $2,500. He gives 33,400 but they take out $2,500 to apply to the "debt" and retroactively add it to a year he didn't max out. This frees him up for another 2,500 in the current year. Depending on how corrupt they are, they could be free to collect all the "debt" from multiple previous years. This could be tens of millions of dollars they have effectively raised their total maximum fund raising by for this election. Someone who is in "debt" for not donating for the past 3 years could get in 4 times the maximum donation for this year, the very important election year.

Wasserman's spread sheet (https://wikileaks.org/dnc-emails/?file=Big+Spreadsheet+of+All+Things&count=50) with the two different $ columns covers 2013, 14, 15. We can assume many Democrats maxed out for the 2012 election, but they would have "debt" from the less important years they may not have given as much that could be taken advantage of now. The contribution changes hidden in the 2014 spending bill allows the DNC and RNC to take in large checks then break them up and distribute them between 4 funds as they see fit. Who put that in the spending bill is unknown. According to a media company founded by someone who hosts major fundraisers for the DNC and DWS, it totally wasn't her, according to un-named sources. (Ken Lerer, Huffpo) This breaking up of the check is the point when the funds are free to be moved around, ostensibly to the 4 DNC funds. A crooked politician however could take advantage of this point in time when the money is no longer tied to the information from the contributor, like what fund it was written out to or even what date it was from. Money could go not into the specialty funds, but into the general fund, marked as coming in from a previous year, or go into entirely different funds like Hillary's, or a fund that is used to move money around. The national party can make unlimited transfer of funds to or from the state, local, and candidate committees. We know there was a claim about money not ending up where it should have when it came to the DNC and state parties ...

Unlimited transactions provides an opening for software designed for large numbers of rapid speed transactions to send the money back and forth and all over the place many, many times. This would not erase the paper trail, but make it a mile long and difficult to follow. Fraudulently editing the amounts a little bit at a time could also be used and be very difficult to track.

The long periods of "data-hygiene" the NGP system needed to delete duplicate transactions would be a time when some these extra and suspicious transactions could be deleted, before they had to report a period to the FEC. System down for 160 hours to remove duplicates? How would a transaction even get 4+ duplicate copies? Did 4+ different people all add one check to the system and all make different typos? The FEC only needs quarterly reports, and they were keen on getting rid of the duplicates before they had to report.

Patrick William Hallahan is "the director of special projects at Chopper Trading, a company that buys and sells stocks, bonds and other commodities through automation." A "special project" for the DNC could be very useful for them given the legislation allowing them to toss money around and make unlimited transactions.

https://wikileaks.org/dnc-emails/emailid/3703 Here he is organizing a meeting with DNC's Kaplan, Sam Brown from the DNC's bank, someone from Hillary's campaign, and lots of DNC affiliated consultants and financial types. I'm calling it gg here. #DWSforprison

Correct the Record is trying to bury this. Thought I'd share it where they can't touch.

Lois Lerner taught the DNC and Issa/GOP how to
backdate criminal papers to avoid exposure.

Issa and the GOP loved it and let her go,
then Boehner gave Cumming and Issa an award for
helping cover up such massive corruption.

The GOP is criminally complicit to ALL of these
crimes by allowing them. Comey, too.

The demo’s used an (overseas-enabling) on-line credit card billing process that did NOT require verification of the card (date and serial number), nor name and address - since the donation “system” limited the amount to less than what the receiving political organization needed to report.

Hey, under Democrat rules, I’ve never donated to Trump until this year, I’m 42, so I can donate $113,400 to his campaign, ($2,700 personal limit, plus my “debt” of $110,700 for the other 41 years I did not donate multiplied by $2,700 !

Always honorable to repay one’s “debts.”

Typical behavior for them. DNC changes date on campaign contribution to subvert campaign finance laws.

Not surprised, as it was a negative story about the DNC/Hillary.

Spez (or someone else moderating) at Reddit has been on a deletion spree over there.

So it’s possible to average maximum donations over a certain period of years. This would be a matter of internal revenue code. But I’m surprised to see the allegation that $30,000+ can be parlayed that way into a million plus dollar donation. That would need something like a 30+ year window. Is that in the internal revenue code? When I carried over the deduction of a large donation to a 401(c)(3) charity many years ago, I got 5 years maximum to do it in.

Umm...in your exuberance to donate +$100K to DJT campaign, you overlooked one little, teeny, tiny step. You would had to contributed an amount less than the max each of those years and had it listed as “debt”. Then you could “make up the difference” this year. You can't be much different than me in a) Really don't have that kind of money to throw around b)my parent's never had that kind of money or foresight to act in my name on my behalf for the first 18 years of my life and c) would you honestly have contributed money to the #DopesAtGOPe ?

Politicians are the robber barons of our time, and until and unless we enact very strong counter-measures and limitations on them, they will continue to suck freedom out of America - while enriching themselves. They control the message (media, entertainment, pop-culture, etc.), are trying to control the means of dissemination of information (e.g. the internet), and have been caught many, many times using government power to cover their tracks and to punish those who dare challenge them.

Don’t you think since there is a look-back period, there is likely a carry-forward period, whereby you should be able to prepay the next seven years of donations today?

I don’t think “the debt” she is referring to is that person’s debt for undonated amounts, rather, I think it’s the DNC’s debts leftover from 2012, for a few different reasons:

1. she would have said “his debt” instead of “the debt”

2. it would be strange if this donor maxed out contributions to the DNC in off years 2013-2015 but didn’t max out in a general election year.

My guess is that the DNC carried debt from 2012 and at least in their view, you can donate to pay off that debt today and it counts against your limits in the year the debt was incurred. Then you can also max out this year. But my further guess is that you have to intend to do that, and the DNC just saying that’s what you intended may be a problem for them.
