Wasn't there a case in the Supreme Court regarding Obama's recess appointments where it was held that a recess must be a certain number of days in length before an appointment could be valid.

What is the definition of a “quorum”? Does it even require a Democrat be present?
I think most committees have a rule that requires at least one member of the minority party to be present before business can be conducted. Remember, the rules were designed to maintain harmony in a cooperative body, not to deal with the disarray of recent times.

Apparently Orrin Hatch took matters into his own hands this morning. He simply made a rule change when the Dems didn’t show and sent two of Trumps nominees on for a Senate floor vote. Love it.

True, and we’ve been doing exactly that starting with the Revolutionary War and every war since then. I looked him up. It was Bill Lann Lee, Assistant Attorney General for the Civil Rights Division.
Per Wikipedia: He stayed in the position as acting Assistant Attorney General for two-and-a-half-years before being recess appointed by President Clinton in 2000. He was never confirmed to this position by the Senate.
