Wasn't there a case in the Supreme Court regarding Obama's recess appointments where it was held that a recess must be a certain number of days in length before an appointment could be valid.

What is the definition of a “quorum”? Does it even require a Democrat be present?
I think most committees have a rule that requires at least one member of the minority party to be present before business can be conducted. Remember, the rules were designed to maintain harmony in a cooperative body, not to deal with the disarray of recent times.

Apparently Orrin Hatch took matters into his own hands this morning. He simply made a rule change when the Dems didn’t show and sent two of Trumps nominees on for a Senate floor vote. Love it.

True, and we’ve been doing exactly that starting with the Revolutionary War and every war since then. Moreover, to ensure our basic freedoms defined in the Constitution and Bill of Rights, we have law enforcement and criminal justice systems at every level of government to ensure that countless miscreants are forced to act in ways they would rather not.
I looked him up. It was Bill Lann Lee, Assistant Attorney General for the Civil Rights Division.
Per Wikipedia: He stayed in the position as acting Assistant Attorney General for two-and-a-half-years before being recess appointed by President Clinton in 2000. He was never confirmed to this position by the Senate.
