This was even before the last round of UN sanctions. Last weeks new unanimous Security Council sanctions would make re-starting such exports exceptionally "not convenient."
Certainly there will be violations, at-sea transfers, etc, but nothing like the history of the dozens of daily oil-laden trains entering the DPRK from the PRC, and the Russians do not begin to have the transportation network to pick up the slack.
We shall see.

Russia is playing the same role she did prior to the Korean war - encouraging the dictator in North Korea.
Russia can be expected to do as it did should hostilities break out in Korea again - hope that China steps in and puts the U.S. and China in conflict. Russia’s border with North Korea is tiny compared to China’s border with North Korea, so Russia knows U.S. military action with South Korea will be more China’s business than Russia’s; so why not help North Korea instigate trouble that won’t cost Russia much.
