The July 28 memo, which was obtained Friday by Breitbart News, called for a review of 10 years worth of legal payouts made under former Obama attorneys general Eric Holder and Loretta Lynch.
Their practice, according to the New York Post, was to build in donations to controversial progressive groups like illegal immigration advocates, UnidosUS, as part of settlements in certain federal lawsuits.

I was aware that the loophole that was being used for this purpose was being closed, but despite the sensational article you cited there's still nothing indicating an actual "investigation" into previous possible abuses was under way last summer, much less underway now. According to the original article on Brietbart, who broke the actual true story, Sessions asked for examples of previous utilizations, in order to help ensure the new policy was correctly implemented to prohibit them going forward. Here's Sessions' specific letter that Brietbart linked where he states exactly that. It's PDF or I would copy and paste the contents out for you, but there's no mention of any intent to start an actual investigation, in the letter from back then, or from anyone else since.

Based on what? I'm not here to make bets based on predictions, even against someone who hasn't gotten many predictions correct lately. I'm here to analyze the facts, and right now there's no evidence that Sessions is investigating this, other than the article you cited from last summer that appears to sensationalize the original report by Breitbart, which is known to stretch a few things on occasion anyway.

Look, I hope he is investigating it. There's just no reason to believe it, and if he's not, the sooner we can get someone else in there who's not recused from basically everything, when the DOJ is corrupt to the core, the better. So "hoping" or "betting" he is doesn't really have any value right now, in fact it's counterproductive because it's only extending the term for someone who basically has nothing to show for the entire first year of Trump's term. Thanks!

The Pyrite Sparrow’s position works only if Trump has permitted Sessions to do nothing for an entire year. And it requires Sessions to have wanted to waste an entire year. But then that’s the logical conclusion for the whole gaggle repeating that nonsense. When you press them for a reason that Trump would go along with this it’s because “he’s afraid of Congress” (yes, really), and that “Grassley warned him they would not approve of another AG”. I see crow in their future. Big heaping servings of crow.
