I don’t see what would prevent some guy from Alabama from putting on some Mexican clothing, memorizing a fake Latino accent, and just showing up in San Francisco to register and vote (naturally as a homeless guy).

No. Non citizens are allowed to break the law by authorities, who are themselves breaking the law.
