Well, perhaps, except... NSA's primary mission is to protect our SIGINT from attack. CIA, sure.
You say "Our entire" - good grief. That's something a barroom know-it-all (who likely doesn't) would throw out after quaffing a few brewskis. "Our entire"...what, exactly?
Does it make me feel better? What would make me feel better would be for people to actually UNDERSTAND how things work. Maybe you can educate yourself by reading Executive Order 12333.
