“A person is not required to submit proof of citizenship with the voter registration form, but failure to do so means the person will only be eligible to vote in federal elections (known as being a “federal only” voter). A “federal only” voter will become eligible to vote a “full ballot” in all federal, state, county and local elections if he or she later provides valid proof of citizenship to the appropriate County Recorder’s office.”

Non-citizens aren’t eligible to vote in ANY elections. Period.

If this is true, the Mr. Clean needs to take AZ to court post haste.

But you’re on the honor system for Federal elections.

Small point, but by definition it's only non-citizens that are on the "honor system"...and what reason is there to think they care especially if they have been told its Ok, or perhaps even picked up a few dollars for voting?

What people need to do is prove fraud and then claim that the election results are invalid and demand a new election.

After a couple of cycles, the bureaucrats will either push back or fall in line.

Best of all it will shine a spotlight on the fraud.

No state requires you to prove your a citizen. You just check a box saying you are a citizen...

And that must change.

This remark of yours about women not voting makes me so angry. I pay taxes, I support myself! I am human being and a natural born citizen of this country. What makes the extra appendage of yours so special? Is there an extra brain in there? There is no higher morality in disenfranchising half of the human race, telling them they have no say in the govt which rules over them — even if some of us should happen to vote in a way you do not like. Women do not have any rights in Islamic countries. Are the govts of the middle east better than ours? Right now, I agree, we are in a mess but the answer is not the suppression of women. And if you are going to deny women the right to vote because they might vote for democrats, then you should also deny the right to vote for male democrats.

At the founding of our nations, female suffrage and the abolition of slavery were both seriously considered. Unfortunately, for political reasons, both of those issues were put on the back burner to be resolved at a later date. And, by the way, in colonial times women DID vote!!!!!

And, as I have pointed out before, the very worst time in our nation’s history was the civil war and that war between the states happened without the vote of one single woman! Maybe if women had had the right to vote then, and slavery not allowed, there might not have been a civil war!

Furthermore, even though we are in trouble now, who knows how much worse off we might be if women were still chattel — telling women they are inferior and are to be controlled by men, might be nice for one men but potentially cruel and terrible for the women if they are under the control of men your attitude toward women, that we are not fully human and too stupid to control our own destiny.

If you don’t want people voting you don’t agree with you, why don’t you disenfranchise African Americans? After all, they vote solidly democrat.

If you want to disenfranchise a group of citizens, the group that should be disenfranchised are the teenagers. They don’t pay taxes, they don’t yet control their own destinies, they don’t know very much, and they are too much under the influence of their peers and their teachers.

How can a State authorize voting for non-citizens in Federal elections? I can see where they could authorize it in local elections. This does not make sense.

Aye, there's the rub.

Can you name any federal statute that provides a penalty if a non-citizen votes?

The many related statutes focus on who can vote. Some provide penalties for making a false claim regarding citizenship but there is little by way of verification of such claims.

Of course, voter registration is the point of intercepting non-citizens, not after an election; however, there is nothing similar to a passport that local registrars can rely on for verification, so many make no attempt at all.
