Trump promises changes to H-1B visas, including potential citizenship

U.S. President Donald Trump said on Friday he is planning changes to the H-1B program that grants temporary visas to highly educated immigrants who work in specialty occupations such as technology or medicine.

"H1-B (sic) holders in the United States can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship," Trump said on Twitter. "We want to encourage talented and highly skilled people to pursue career options in the U.S."

It was unclear what Trump meant by a "potential path to citizenship" for H-1B visa holders, who already are eligible to be sponsored by their employers for legal permanent residency, which would make them eligible to become U.S. citizens.

We don’t agree about much but on this we are in total agreement.

Very informative post. Sheds quite a different light on this H1B thing.

I especially your thoughts here:

“So we implement tariffs because don’t want to be undercut by China for goods, yet it is OK to undercut US workers?”

Great point.

[and since both the democrat and republican parties are fully on board the cheap labor express]

Boy, that’s for sure.

I used to think the Uniparty had it in for the US worker. Now I see that they don’t even know we exist. We are invisible.

In the IT field job descriptions are written so that they can eliminate qualified US citizens and then hire cheaper labor from abroad.

... and nobody checks to make sure the "cheaper labor from abroad" meets the job description that no American citizen could meet ... because they never do.

He’s making an end-run around the Dems. Trump is fine with immigration, but it’s got to be legal and it’s got to benefit the US.

Mexicans and other Latin Americans also benefit the US, and Trump is fine with this. But they’ve got to come in legally (that is, we have to know who they are) and abide by the rules. That’s all he’s asking, but apparently even that modest request is too much for the Dems (who of course have gotten elected through the illegal votes of illegal aliens and don’t want this voter stream interrrupted).

Unproven assertion that seems to be incorrect:

In 2014, 63 percent of households headed by a non-citizen reported that they used at least one welfare program, compared to 35 percent of native-headed households.

Yeah, current H1Bs are indentured servants.

If they come in and can charge market rate moving between companies, then companies might think that it’s more expedient to use a native speaker.

How are H1-Bs beneficial to the U.S.?

Your post contains nothing about Trumps planned changes.

Why are you against his changes? You want to keep the present system?

The planned changes make the elite status quo, pro-tech titan current system worse!!! I believe Trump is getting some bad information/advice from someone on this issue.

That is why I am vehemently opposed to changes...Which I thought was obvious but apparently not. Frankly I think H-1B should be reduced or eliminated.

In my nuclear family I have 4 in tech careers—one PhD Chem E, one MS Computer Engr., one Microbiology lab science, and one PhD Statistician. They have been impacted at one time or another. So I know something about the current programs and planned changes.

MY COMMENTS IN ALL CAPS TO DIFFERENTIATE FROM ARTICLE...

BASICALLY, WE ARE OPENING UP THE TECH/STEM BORDER WHILE MAKING A STAND ON THE SOUTHERN BORDER TO CLOSE IT. HMM KIND OF CONTRADICTORY...

WE ARE LEVYING TARIFFS ON FOREIGN COUNTRIES TO PROTECT AMERICAN JOBS LIKE AUTO WORKERS, STEEL WORKERS, AND COAL WORKERS AND US PRODUCTS, YET WE ARE ENCOURAGING FOREIGN LABOR WHICH HURTS US TECH WORKERS...SEEMS SOMEWHAT CONTRADICTORY.

HOW DOES THE EXPANSION OF H-1B VISA MAKE AMERICA GREAT AGAIN WITH UNDERCUT WAGES FOR US WORKERS? HOW DOES H-1B EXPANSION HELP TRUMP’S BASE—THE US TECH WORKERS WHO, LIKE COAL AND STEEL WORKERS, HAVE BEEN DISPLACED BY CHEAP FOREIGN LABOR?* IT DOESN’T—IT HELPS THE TECH TITANS IN SILICON VALLEY LIKE ZUCH AND BEZOS! WHY ARE TECH WORKERS LESS IMPORTANT THAN COAL AND STEEL WORKERS?

From the article:

U.S. President Donald Trump said on Friday he is planning changes to the H-1B program that grants temporary visas to highly educated immigrants who work in specialty occupations such as technology or medicine.

NO OFFENSE TO BS UNDERGRADS, BUT MOST DON’T CONSIDER A BS DEGREE HIGHLY EDUCATED....H-1B VISAS ARE BS DEGREES, SO BY DEFINITION, THEY ARE NOT HIGHLY EDUCATED.

SPECIALTY OCCUPATIONS SUCH AS TECH AND MEDICINE...THERE ARE US WORKERS TRAINING FOR THOSE JOBS. US WORKERS WHO HAVE BEEN DISPLACED FROM THOSE JOBS AND US WORKERS WHO ARE RETRAINING FOR TECH JOBS.

“H1-B (sic) holders in the United States can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship,”

H-1B VISA HOLDERS CAN REST ASSURED CHANGES COMING...SAY WHAT?!?! WHY DO WE CARE MORE ABOUT THE H-1B WORKERS THAN US WORKERS AND STUDENTS TRAINING FOR STEM JOBS??? GEE THIS POLICY SEEMS LIKE IT SHOULD BE COMING FROM THE LIBERAL DEMS BECAUSE THIS POLICY CATERS TO FOREIGN WORKERS MORE THAN US WORKERS JUST LIKE THE DEMS’ POLICIES SHOW MUCH MORE CONCERN AND COMPASSION FOR ILLEGAL IMMIGRANTS THAN FOR US CITIZENS.

SO LET’S JUST SWEETEN THE POT AND ENCOURAGE MORE CHEAP LABOR BY OFFERING PERMANENT PATH TO CITIZENSHIP—THAT REALLY HELPS US WORKERS DOESN’T IT?! INTERESTING SINCE MANY OF THE ILLEGALS HAVE OVERSTAYED VISAS—H1-B VISA HOLDERS...

Trump said on Twitter. “We want to encourage talented and highly skilled people to pursue career options in the U.S.”

AGAIN, HIGHLY TALENTED IS TYPICALLY NOT THE MASS PRODUCED ONLINE B.S. DEGREE FROM INDIA!**

It was unclear what Trump meant by a “potential path to citizenship” for H-1B visa holders, who already are eligible to be sponsored by their employers for legal permanent residency, which would make them eligible to become U.S. citizens.

NO. NO! NO MORE INCENTIVE—JUST LIKE THE DREAMERS...NOW WE HAVE SOUTH AMERICAN CARAVANS FORMING ON A MONTHLY BASIS WITH THOUSANDS COMING ACROSS OUR BORDERS. THERE IS AN ENDLESS SUPPLY OF CHEAP FOREIGN TECH LABOR** WHO, LIKE THE IMMIGRANTS, WOULD LOVE TO COME HERE...THAT HURTS AMERICAN STUDENTS AND WORKERS.

The White House did not immediately comment on whether Trump was considering changes beyond those proposed in new rules issued in December by the U.S. Citizenship and Immigration Services (USCIS).

Trump, a Republican, has embraced changes to the immigration system to favor educated or highly skilled people.

AGAIN H-1B ARE NOT NECESSARILY HIGHLY SKILLED. THE WAY THE CHANGES ARE DESCRIBED FOR DEFINING H-1B, IT DOES NOT LOOK ANY DIFFERENT THAN CURRENT SYSTEM, WHICH IS FULL OF ABUSES.

Trump, who has also sought to limit legal immigration, in April 2017 ordered a reform of the U.S. visa program to benefit educated and highly skilled workers.

YES, HE WAS GOING TO LIMIT LEGAL IMMIGRATION...HOWEVER, HE IS GETTING BAD ADVICE AS THIS ACTUALLY EXPANDS LEGAL IMMIGRATION (SEE END OF POST)AND HURTS US WORKERS.

Competition is tough for the temporary visas, which require a bachelor’s degree. In 2018, the United States hit the limit on the number of H-1Bs it could issue, 65,000, by the first week of April, according to the Department of Homeland Security.

LOL THE NUMBER ISN’T 65,000 PER YEAR...IT IS OVER DOUBLE THAT*** (SEE WIKIPEDIA NUMBERS AT END OF MY POST). AND REMEMBER THERE ARE SPOUSE VISAS AND UNLIMITED STUDENT VISAS BEING ISSUED AS WELL...SO A LOT OF US CITIZENS GOING TO THE BACK OF THE LINE...SO RIGHT NOW PROBABLY CLOSE TO 150,000 JOBS EVERY HEAR THAT ARE NOT GOING TO US CITIZENS. AND THAT IS NOT COUNTING ALL THE OTHER VISA CATEGORIES...

THERE ARE OTHER VISA PROGRAMS FOR HIGHLY SKILLED PHD AND MD CANDIDATES. DID YOU KNOW THERE ARE PROBABLY CLOSE TO A DOZEN TYPES OF VISAS???

VERY TOUGH FOR US GRADS AND UNEMPLOYED. ESPECIALLY THOSE WHO HAVE HAD TO RETRAIN THEIR REPLACEMENTS FROM INDIA OR CHINA.

AND AS I SAID, FOREIGN STUDENT VISAS ARE UNLIMITED...SO US STUDENTS SEEKING BS DEGREES ARE UNDERCUT STARTING IN HIGH SCHOOL WHEN THEY APPLY TO COLLEGE...DON’T KNOW ABOUT THAT? READ ABOUT U OF ILLINOIS GOING TO CHINA TO RECRUIT FOR STEM STUDENTS...AND DON’T TELL ME THERE ARE NOT LOTS OF QUALIFIED ILLINOIS STUDENTS (WHOSE PARENTS PAID TAXES FOR THE STATE UNIVERSITIES) WHO WANT TO GO TO U OF ILLINOIS FOR ENGINEERING AND COMPUTER SCIENCE AND PAY IN-STATE TUITION...

U.S. companies often use H-1B visas to hire graduate-level workers in several specialized fields, including information technology, medicine, engineering and mathematics.

FAKE NEWS...NOT OFTEN, BUT AGAIN, WHAT ABOUT US PHD GRADUATES IN ENGINEERING AND MATHEMATICS?

When asked about Trump’s tweet, USCIS spokesman Michael Bars pointed to the administration’s proposed changes to the H-1B process, which are likely to become final later this year.

The proposal is designed to increase the number of H-1B beneficiaries by 16 percent, or 5,340 more workers, who hold advanced degrees from American universities. It would also entail a new electronic registration system meant to streamline the application process.

SO INCREASE 16 PERCENT (add TO all the extra exemptions as listed and don’t forget Paul Ryan et al passing spousal visas) AND STREAMLINE TO MAKE IT EASIER FOR THEM TO GET HERE AND THEN OFFER CITIZENSHIP SO THEY ARE NOT ILLEGALLY OVERSTAYING VISAS??? ACTUALLY, THE INCREASES ARE MORE THAN 16% BECAUSE THERE IS A SPECIAL VISA FOR H1B SPOUSES...

SO WE ARE IMPLEMENTING TARIFFS AND CLOSING THE SOUTHERN BORDER TO PROTECT US JOBS, BUT OPENING THE TECH BORDER! NO. NO. H*LL NO!!!

**THERE IS AN ENDLESS SUPPLY OF FOREIGN WORKERS—NEARLY 400 MILLION MILLENNIAL AGED INDIANS AT THE READY TO COME HERE AND TAKE US JOBS.

***From Wikipedia:

Congressional yearly numerical cap and exemptions[edit]

The Immigration Act of 1990 limits to 65,000 the number of foreign nationals who may be issued a visa or otherwise provided H-1B status each fiscal year (FY). An additional 20,000 H-1Bs are available to foreign nationals holding a master’s or higher degree from U.S. universities. In addition, excluded from the ceiling are all H-1B non-immigrants who work at (but not necessarily for) universities, non-profit research facilities associated with universities, and government research facilities.[9] Universities can employ an unlimited number of foreign workers otherwise qualifying for the H-1B as cap-exempt. This also means that contractors working at but not directly employed by the institutions may be exempt from the cap as well. However, employers must show that, first, the majority of the worker’s duties will be performed at the qualifying institution, organization or entity and, second, the job duties directly and predominantly further the essential purpose, mission objectives or functions of the qualifying institution, organization or entity. Free Trade Agreements carve out 1,400 H-1B1 visas for Chilean nationals and 5,400 H-1B1 visas for Singapore nationals. However, if these reserved visas are not used, then they are made available in the next fiscal year to applicants from other countries. Due to these unlimited exemptions and roll-overs, the number of H-1B visas issued each year is significantly more than the 65,000 cap, with 117,828 having been issued in FY2010, 129,552 in FY2011, and 135,991 in FY2012.[10][11]

I think Trump is getting some bad information on this...I think he believes the H-1B Visas will go to quantum physics PhD researchers and neurosurgeons...

Whereas what really happens is H-1B visas go to Disney to hire Chinese student interns or off-the plane Indian programmers who will work for 1/3+ less than US workers, and the US workers end up having to train the foreign workers for their jobs before being let go :(

Just don’t understand why Trump would consider steel workers’, autoworkers’ and coal miners’ jobs to be more important than tech workers’ jobs! Again, think he is getting bad info.

Read what I just posted...

Thanks...

I call it like I see it.

Why are we opening up the tech border yet making a stand to close the southern border in order to protect US citizens?

Why is this administration wanting to help Amazon, Facebook, and Google (none of whom have been particularly supportive of this administration) at the expense of US tech workers?

I think Trump is getting some bad advice and bad information.

The US IT work force is being sacrificed on the globalist alter in order to pay for the wall. It’s not about their money buy our paychecks.

I forgot to mention this in my post...

Yes, the H-1B workers are slaves to sponsoring company—no changing jobs for them.

So why are certain jobs worthy of a tariff like steel workers, yet not those in STEM careers??

Because IT workers have no political clout, no union and nobody on K Street looking out for them and this makes them political fodder.

Well perhaps it is time to contact the White House on this.

I am not sure the percentages, but I suspect a much larger percentage of workers are employed in IT/STEM careers than steel or coal...

Sadly, time was when both careers could support middle class—that is not the case today.

And they come here and steal our technology too...

I just expected more support from Donald Trump...again, I hope he can be educated to some of the “rest of the story.”
