permanganate is a strong oxidizer so was it used in cleaning the water treatment equipment? It solidifies (oxidizes) dissolved iron, manganese and hydrogen sulfide so that it can precipitate or be filtered out of hard water.
Often followed by ferrous sulfate as a flocculant that makes the particles clump up and fall out of suspension.

Yeah it’s coming back to Me slowly. I did 10 years in Water/Wastewater Operations back a while. The Memory isn’t what it used to be after the Ruptured Bowel Escapade in 2016-17and They put Me in An Induced Coma for several weeks because I was thrashing around in Recovery and pulled out the Internal Stiches and had to go back in to fix them. Musta been one hell of a Cocktail used because I cannot remember Squat anymore on some things.
