Without reading the article, it seems to bring back high school chemistry and permanganate - probably got the water treatment formula a bit off.
I never knew that permanganated was a verb.

Looks like potassium permanganate or another manganese salt.
permanganate is a strong oxidizer so was it used in cleaning the water treatment equipment?

Polluted Water
Its possible the water in your citys system has become polluted. This sometimes occurs after natural disasters, illegal dumping or a malfunction in the citys filtration system. If your water smells funny like chemicals, human waste or other foul smells, you need to have the problem looked at immediately.
The first call should be to your city water department to inquire what the possible contaminants could be. Then ask neighbors if they have experienced the same issues. If your neighborhood is experiencing an area-wide problem, the city will need to come out an address the issue.

So too much sodium was permitted into the water and permanganated it. (I hate it when that happens!) Luckily it isn’t permanent. Although I presume it happens periodically.
Some Plant Operater(s) Overdosed a Chemical Feed- BIG TIME. Possibly Copper Sulfate but I would need to know the other Chemicals They Feed.
Definitely DO NOT DRINK, COOK with, Give to Pets or Bathe with it.

I wonder if any guys hung-over from the night before, drowsily use the facilities, and then catch a glimpse of the swirling purple water ended up calling their doctors?
