The Russians just dont have the resources to start a real offensive again. The balance of power is already swinging away from them, and no possible mobilization that is within their power (even if they dare to do it) can bring up new units that will be any better than sacrificial cannon fodder.

Docks and grain storage facilities are a lot easier to rebuild than warships, especially when most of Russia’s warships were built by Ukraine, prior to the collapse of the Soviet Union, so they can’t currently be replaced.
