UN is a paper tiger. It has no military to enforce any of its resolutions.

They are signaling to their friends and allies within Russia that Putin and his antics have run their course... He must be removed, and likely will be in short order. There must be some sort of poison they can kill him with that will be both painful and debilitating enough to ensure that he dies without the dignity of bullet to the back of his head.
In that way they can slowly transition to somebody else with the common sense to guide Russia towards the freedom they thought they were getting when they abandoned Communism in favor of a freedom that was never truly delivered.
