just before?

or hours/days before?

If it was just before then nothing could be done with a 100,000 ton vessel in motion.

If it was hours/days before then someone is in trouble.

One video I watched showed the lights coming back on the ship just before the crash and then it swerved into the bridge.

All traffic is being detoured away from the bridge, said the Maryland Transportation Authority.

My opinion is that the huge plume of black smoke coming just before the impact was the engines being run up to full in a futile attempt to avoid the allision.

The Ship lost power.

Then it restarted.

Heavy black smoke came out the exhaust before it lost power again.

They dropped an anchor to try and stop, but the energy took them into the pylon.

Their warning minutes before the crash saved many motorists’ lives by allowing traffic to be stopped.

It seems only the construction crew working on the bridge at the time were impacted and 6 are still missing.

You can't just "drop an anchor" to stop a 1000 ft freighter.

ANCHORING SYSTEMS & PROCEDURES

It is fortunately rare to have to anchor a ship in an emergency. In most circumstances it is unlikely that the ship’s anchors would be capable of stopping a large vessel if the rate of drift at the time of deployment is in excess of about a half a knot. As anchor holding power is not proportional to vessel size, the larger the vessel, the less effective emergency anchoring is likely to be in arresting the vessel’s motion. Despite this, in an emergency every available means, including use of the anchors, should be considered for use.

Over half a knot, you'll probably just break the chain, if the anchor catches at all.
