Apparently, the PLO charter issue is a political football. Peres was Prime Minister of Israel in April 1996 when the PNC met to cancel the offending passages from the charter. From Wither the PLO charter?:

The Covenant, in which critics say 30 of 33 provisions in one way or another call for the eradication of the Zionist state, is as much symbolic as substantive. Arafat contends the offensive passages were canceled by the Palestinian National Council in its April 24, 1996, meeting, and the American and Israeli governments agreed at that time. But Netanyahu and his supporters reject that.

Arafat is a liar - the PNC only passed a resolution to set up a committee to recommend changes. That's as far as it got. Certainly the special meeting, as stipulated in the Charter itself, called specifically to make any changes has NEVER been held.

The Charter as currently published at the PLO website and that of the PA is UNCHANGED.

I fear we're beating this to death. The Charter itself is clear:
Article 33: This Charter shall not be amended save by [vote of] a majority of two-thirds of the total membership of the National Congress of the Palestine Liberation Organization [taken] at a special session convened for that purpose.

This special session has never been called, much less a vote taken. It doesn't matter what Peres, Arafat, or Clinton say. It's never been amended and stands as written. It’s as though the mayors of Chicago, LA, New York, and DC got together and repealed the 2nd amendment. Then Clinton, Reno and a dozen assorted governors accepted it. It didn’t happen, nothing was amended.

As to why the session hasn't been convened, many think it's to give the PLO's future actions deniability. And a 2/3 vote to accept Israel wasn't achievable in 93 or in 95, certainly not now.

The pro-Oslo cabal papered over all of Arafat's failures to adhere to the "signed Agreements" because he was a "partner in peace".

Barak had a white paper HERE prepared listing all of the Palestinian breaches and then had the paper buried because he was scared to expose Arafat as the traitorous liar he is on the rationale that there was nobody else to negotiate with.

I hope that once they do get back to the negotiating table the first order of business will be to table the White Paper and have Arafat (if he's still around) make good on the breaches before Israel makes any further concessions.

Looking at the graphs nearly all the attacks were against Israelis in the West Bank and Gaza since that territory should be under PA control why not move Israeli military and settlements back into Israel proper.

Leaving aside your debatable assertion "that territory should be under PA control", from a tactical POV don't you have to consider the number of dead and injured per attack?

It would seem to me that attacks within Israel proper result in a much greater number of deaths and injuries per event as compared to those outside.

I don't know how effective IDF presence in the territories is in preventing attacks within Israel proper but at this point withdrawl without agreement might be a costly mistake.

The attacks don't end there. Every time ISrael give more land to the Paleistians, they come back and attack using this land as a base. The truth is that the Arabs see Israeli conciliation as a sign of weakness. Wehen Israel withdrew from Lebabnon, selling out Christians due western pressure, the violence did not end. Instead, Hezbollah moved into the old Israeli bases and used them to attack Israel proper.

The fact is that there is no real border between 1948 Israel and Judea and Samaria. It is a political, not geographic boundary in most places.

The PLO was created in 1964, 3 years before Israel captured "the occupied territories." The PLO Charter still calls for the destruction of Israel!
What territorial expansion are your talking about?
Israel now controls less land than it did in 1968!
It basically controls the land set aside for it in 1923, when 2/3 of PAlestine (Jordan) was given to the Arabs.
Givent eh Fact that the PAlestinian population in Judea and Samaria has tripples in the last 30 years and that Israeli Arabs are likewise increasing, what destruction are you talking about!!!!
