Statement by the Deputy Press Secretary

As the President said, the UN Security Council needs to decide how to enforce its own resolutions, which the Iraqi regime has defied for more than a decade.

This will require a new, effective UN Security Council resolution that will actually deal with the threat Saddam Hussein poses to the Iraqi people, to the region, and to the world. That is the course the Security Council is on, and the United States is engaged in consultations with Council members and other partners in New York at this time.

This is not a matter of inspections. It is about disarmament of Iraq's weapons of mass destruction and the Iraqi regime's compliance with all other Security Council resolutions.

This is a tactical step by Iraq in hopes of avoiding strong UN Security Council action. As such, it is a tactic that will fail.

It is time for the Security Council to act.

This right here is all that matters. Iraq thinks that all they have to do is let inspecters back in to tour the areas that they allow them to tour never once going near the actual hiding places of the weapons. Saddam thought he could put one over on us and he was dead wrong.

Bottom line is, you could fit sufficient weaponized anthrax to turn New York, London, Paris, and Berlin into uninhabitable waste ground in one suitcase. Weapons inspections are meaningless, and Bush knows it.

Here's what the next UN resolution should be:

If, upon inspection, weapons of mass destruction are found, Iraq shall be found in violation of the UN resolutions and the governing regime shall be immediately ousted; peacefully or forcefully, Iraq's choice.

i don't think that W is going to order a halt to the build up...America is finally flexing its muscle and countries are getting out of the way (note the Saudi change of attitude regarding US use of bases) ...perhaps W will send in weapons inspectors....backed by 40,000 soldiers

It will take them two weeks to find pen and paper.

The only effective "inspection" is Bomb Damage Assessment.

Looks like little Kofi Anan violated one of the PROVISIONAL RULES OF PROCEDURE OF THE SECURITY COUNCIL today:

Rule 6

The Secretary-General shall immediately bring to the attention of all representatives on the Security Council all communications from States, organs of the United Nations, or the Secretary-General concerning any matter for the consideration of the Security Council in accordance with the provisions of the Charter.

Jumping in front of the cameras in time for the six-o’clock news doesn’t exactly qualify.

Iraq's dramatic offer to readmit weapons inspectors is a climb-down by Saddam Hussein, but so far he has moved down only one step.

President Bush last week laid out an entire slope that the Iraqi leader has to go down.

Disclosing any weapons of mass destruction he has in his possession, or is developing, was only one item on the list.

Others included ending support for terrorism, ending repression of his own people and releasing prisoners still missing from the Gulf War.

Mr Bush has characterised Saddam Hussein as a tyrant.

And with regime change in Iraq the openly stated American goal, the pressure on Baghdad will clearly be maintained.

Mr Bush's decision to lay down the gauntlet to the United Nations last week, to challenge it to achieve the enforcement of a decade of resolutions on Iraq if military action was to be avoided, clearly was a turning point.
