Scouts from Western countries say having sex and forming relationships is common practice among participants at the 20th World Scout Jamboree in Sattahip.

They say they are well aware of the risk of sexually transmitted disease and take the necessary precautions.

Rob Rolfe, 17, from Britain, said he believed some couples were having sex somewhere in the camp even as he spoke to the Bangkok Post.

It was quite normal for young people in Britain aged 16 or more to have sexual relationships, he said.

``We don't think having sex is a serious issue, as long as we prevent transmission of sexual diseases,'' he said.

Health officials said they had handed out thousands of condoms and other contraceptive devices to foreign scouts since the jamboree started on Dec 28.

Their actions have drawn public criticism, with claims they were promoting sexual activities in the camp rather than scouting.

Noor Staelens, 16, from Belgium, said having sexual relationships with those she loved before marriage was accepted by Western culture. She understood well that Thai culture did not approve of sexual relations between unmarried young people.

Ms Staelens believed only a few couples were indulging in sex. There was nothing wrong with that, but most scouts were more interested in more productive activities.

Michael Cojer, 16, from England, said sex was a very normal thing in Western culture. Every youngster in England knew how to reduce the health risks from sex.

He was not surprised that condoms had been handed out at the jamboree camp.

Thongchai Sakarcheep,15, a scout from Bordindacha 3 school, said if foreign scouts wanted to have sexual relationships that was fine by him, but he felt it was inappropriate inside the camp.

``As for me, I'm too young to think about sex. I came here because I wanted to take part in the scout meeting.

``Sex should come after marriage,'' he said, quoting his parents.

I was thinking about that too, there were no females around back then at Scout Camps except for the camp nurse in summer camp. Maybe he confused YMCA camps with BSA camps, I don't know.

I think the big difference here is that Scouting in other countries tends to be co-ed. Don't think that sex is a big story at the National Jamboree in Virginia.

I'm sure they are all well "supervised" since all those gay scout leaders are there to show the boys how to ..... um, you know, do some scout stuff and um, ... you know, whatever gay scout leaders do when they are around underage boys in a foreign country 5000 miles from their parents, ... like make knots, and cut firewood, and do camping stuff. Right? That's what they are doing there, right?

I remember almost fighting a parent and his idiot son over such a thing.. Just last year actually.

Children are turned loose at camp and the councelors simply look the other way.

It was a Christian camp, btw..

Those kids could be off in the woods having sex, smoking crack or drowning in the lake for all the councelors know.

Venture Scouts, part of Boy Scouts, began in England about 40 years ago. It was designed for young men between the ages of 16 to 20 (generally high school). It was less popular in the United States. Around 1976, it was decided the program would allow young women. I was out of Scouting by then, but remembering my more hormonal days, I don't think I would have minded a few co-educational campouts. As it was, I studied geology in college, and with frequent overnight, weekend field trips, I became familiar with biology as well.

I can't exactly agree with the characterization of Thai culture as morally superior. Child prostitution is expected -- families sell off their daughters with little thought. Look at the HIV rates in Thailand - scary!

I was in the Boy Scouts for a few years. We never ever mixed with Girl Scouts. Most adults knew how to supervise things back then. And the Scout code must have changed somewhere along the way.

LOL at your comment.

It reminded me of an experiment on one camping trip. If you put an unopened can of baked beans in a roaring campfire, the result, in short order, will be a blast that coats everything within a 20-foot radius with warm mashed beans. Do stand behind a tree while conducting this experiment, because the can itself becomes a sharp-edged missile.

Children, don't attempt this at home.
