Since when has Hollywood ever cared abour facts and accuracy? They can fictionalize anything to any degree by calling it a docudrama or just change the names of the characters as in The Greek Tycoon. Any public figure is fair game as far as I know so no permission is required but it's a nice thing to have in terms marketing the movie as authentic.

Reese and Cameron are too old and are too sophisticated to portray the young Jessica. I think Kirsten Dunst would be best....I know she wants to start a Hollywood chapter of "pro-everything" but I think she is smart enough to see the truth if presented by Jessica.
