DEMOCRAT PRESIDENTIAL CANDIDATES TURN BACK ON “NO CHILD LEFT BEHIND”

Despite Dem Attacks, President Bush Has Funded Education At Record Levels

___________________________________________________________________________________

“Fiscal Year 2003 funding for ‘No Child Left Behind’ programs increased by more than 36 percent over 2001, and 60 percent over 2000 levels.  This year America will spend more than $8,200 per student of which the federal contribution is now 8.4 percent.”  (Department Of Education, “Record Spending And A Commitment To Success,” Fact Sheet, 5/19/03)

DEMS ATTACK PRESIDENT BUSH FOR NOT FUNDING EDUCATION REFORM

Sens. John Edwards (D-NC), John Kerry (D-MA), Joseph Lieberman (D-CT) and Robert Graham (D-FL), and Rep. Richard Gephardt (D-MO) Voted For “No Child Left Behind.”  (HR 1, CQ Vote #371: Agreed To 87-10: R 44-3; D 43-6, I 0-1, 12/18/01, Edwards, Kerry, Lieberman And Graham Voted Yea; HR 1, CQ Vote #497: Agreed To 381-41: R 183-33; D 198-6; I 0-2, 12/13/01, Gephardt Voted Yea)

But On Campaign Trail, They Criticize President Bush’s Education Reform Plan.  “The [2004 Democrat presidential] candidates accused Bush of hypocrisy in pushing an education reform plan entitled ‘No Child Left Behind’ and then not providing states with enough money to fully fund it.”  (Dan Balz, “Democratic Hopefuls Split On War In Iraq,” The Washington Post, 4/10/03)

THE TRUTH IS PRESIDENT BUSH FUNDS EDUCATION AT HISTORIC LEVELS

Education Funding Increased By $11 Billion.  “[T]he President’s Fiscal Year 2004 budget boosts education funding to $53.1 billion – historic levels for our nation’s children.  This is an $11 billion increase since the President first took office.”  (Department Of Education, “No Child Left Behind,” Fact Sheet, 5/14/03)

Doubled The Support For Title I, Helping Disadvantaged Children.   “Building on last year’s historic increase, the president has requested $12.4 billion in 2004, which will result in a $4.4 billion increase since 2000—a 55% increase! … In his first three years, President Bush has sought double the support for Title I that President Clinton sought in his previous eight budget requests.”  (Department Of Education, “Record Funding For Title I,” Fact Sheet, 5/19/03)

Increased Funding For Reading Programs.  President Bush’s budget “increases funding to more than $1.1 billion for the President’s Reading First and Early Reading First programs.”  (Department Of Education, “No Child Left Behind,” Fact Sheet, 5/14/03)

Federal Discretionary Education Spending More Than Doubled Since 1996.  “Thanks to the record spending in ‘No Child Left Behind,’ federal discretionary spending on education has more than doubled since 1996.”   (Department Of Education, “Record Spending And A Commitment To Success,” Fact Sheet, 5/19/03)

More Than $4.5 Billion For Teacher Assistance.  President Bush’s budget “provides more than $4.5 billion for training, recruitment, incentives, loan forgiveness, and tax relief for teachers.”   (Department Of Education, “No Child Left Behind,” Fact Sheet, 5/14/03)

Highest Ever Per Child Spending.  “‘No Child Left Behind’ provides record spending—the highest spending per child ever.”   (Department Of Education, “Record Spending And A Commitment To Success,” Fact Sheet, 5/19/03)

Thanks for the info! I am sure that he has a chain of restaurants because his son, the former, louzy Bengals coach, is head of the chain. He went from football coach to head of the restaurant chain -- if he doesn't do better as the restaurant head then he did as a head coach, the restaurants are doomed!

Maybe some Florida Freepers can tell us where they are at! Don't even know the name of the chain!

You are right -- we need to boycott them!

"8.4% fed money funding is way to much."

(**shrug**) Some people feel 5% is too much...some feel ANY is too much...some, like the Dems trolling for NEA votes, would insist that 20% is too LITTLE.

I think the Congressional cafeteria, and perhaps the presidential residence, would fall under the "needful buildings" provision.

Bob Graham is in the sunset of his career and he may be able to have his next "work day" as a greeter at Walmart if he could wake up. Lots of Floridians don't even remember that he was Gov. of Fla; he made such a lasting impression not. His gravitas is transparent and mostly hype. He reminds me of Jimmy Carter for some reason.

On the other hand, Republican Congressman Bill Young is very active, an advocate for his constituents and worthy of his position on the appropriations committee. There's no comparison - Young's work has been superior. (responding to your picture of Ketchup Kerry and Bob Intel Graham.

Rush is right again ... Bush has taken every single issue away from the dems and now they are left with going against their own issues ...

Hugely wasteful education spending in an area for which the federal government has no responsibility or authority, supporting the assault weapons ban renewal, wasting $15 billion on African AIDS, hugging up to the sodomite faction that never vote for us anyway, etc., etc.

I guess Rush does have it right if what he's saying is that with Republicans like these, who needs Democrats?

The No Child Left Behind Act (NCLB), signed into law by President Bush in January 2002, paved the way for IDEA reauthorization by making key reforms to ensure children with special needs get the results they deserve. Under NCLB, schools, school districts, and states are asked to show progress in educating children, including children with special needs. If expectations are not met, both parents and schools qualify for additional options and emergency help.

Under President Bush, federal funding for IDEA has increased by more than 50 percent. At the unprecedented level of funding requested by President Bush for FY 2004, the federal government will be paying approximately 19 percent of the overall cost of educating children with special needs. This is a share far greater than at any other time in history, and more than twice what it was during the last time Democrats controlled both houses of Congress and the White House. The IDEA legislation proposed by House Republicans would achieve the full 40 percent in the next seven years, contingent on reforms to improve results and reduce paperwork. LINK

Well ... I can see you have decided the repubs have just become the dems. I don't see it that way at all. I see it as a brilliant move. Why ? Because ... the BIG issues the dems always use like education and CFR - now, here they are dissing the very plan which Ted Kennedy wrote! How stupid is that?

Secondly, how about the tax cuts. By having a sunset clause is brilliant. When the campaigning gets heated, the President can say the dems want to raise your taxes - instead of renewing the tax provisions which are about to expire.

Thirdly, even though I didn't agree with CFR - by signing it, the President accomplished 2 things: it took away McCain's lever, and it took away McCain's constant drip, drip, drip to the media.

I believe the President is expecting such an upsurge of repubs in the Congress, it will allow him to set about fixing all these issues. After all ... the dems are going to be out of power for probably 40 years.

Actually, President Bush has been leading the dems around by the nose since the campaign. They just didn't know it. They fell into every trap he set for them. And ... all the while they have done nothing but call him names and disparage everything he's done ... while he has remained cool and calm and collected - and totally decimated their whole party ... and I don't recall hearing him call the dems any names in the process.
