What is the origin of the mark on our secret instructions?

Not to question orders or anything, but...
Whenever I receive my instructions from Rove's organization, they invariably arrive by courier. The envelope as well as the courier's knapsack always bears the mark of a muted posthorn:
Does anyone know the origin of this symbol?

The unmarked vehicles the couriers drive seem odd too- almost futuristic in some way.

I've never seen them drive up or anything. This guy just appears, gives me my instructions and is "gone". I'm not quite sure how he does it.
