No one is asking for it both ways, except perhaps the chimerical base and the Congressmen who control the purse strings. The point has been made before;the time to have reigned in any spending was when the Bill was still in the House and Senate, but then had they done so, that pork .. I mean, that important project for their district might have been cut as well. So,to lay this solely on the President's shoulders is not only disingenuous but intellectually vapid.
