Qaddafi has frequently been characterized by Western governments as being irrational or insane. His policies often seem senseless and counterproductive. His most brazen acts of terror—the Pan Am and UTA bombings—are nihilistic and self-destructive. He has used chemical weapons; he continuously defies international norms; he sponsors terrorist groups. For these reasons, he might be deterrable only to a degree. Little late in finding this, but I thought it was worth posting...
In honor of Memorial Day, here are some interesting facts about the Tomb of the Unknown Soldier and the Sentinels of the Third United States Infantry Regiment "Old Guard."
1. How many steps does the guard take during his walk across the tomb of the Unknowns and why?
21 steps. It alludes to the twenty-one gun salute, which is the highest honor given any military or foreign dignitary.
2. How long does he hesitate after his about face to begin his return walk and why?
21 seconds, for the same reason as answer number 1.
3. Why are his gloves wet?
His gloves are moistened to prevent his losing his grip on the rifle.
4. Does he carry his rifle on the same shoulder all the time, and if not, why not?
No, he carries the rifle on the shoulder away from the tomb. After his march across the path, he executes an about face and moves the rifle to the outside shoulder.
5. How often are the guards changed?
Guards are changed every thirty minutes, twenty-four hours a day, 365 days a year.
6. What are the physical traits of the guard limited to?
For a person to apply for guard duty at the tomb, he must be between 5' 10" and 6' 2" tall and his waist size cannot exceed 30".
The shoes are specially made with very thick soles to keep the heat and cold from their feet. There are metal heel plates that extend to the top of the shoe in order to make the loud click as they come to a halt. There are no wrinkles, folds or lint on the uniform. Guards dress for duty in front of a full-length mirror.
The first SIX MONTHS of duty a guard cannot talk to anyone, nor watch TV.
All off duty time is spent studying the 175 notable people laid to rest in Arlington National Cemetery . A guard must memorize who they are and where they are interred. Among the notables are: President Taft, Joe E. Lewis {the boxer} and Medal of Honor winner Audie Murphy, {the most decorated soldier of W.W.II} of Hollywood fame. Every guard spends FIVE HOURS A DAY getting his uniforms ready for guard duty.
After TWO YEARS, the guard is given a wreath pin that is worn on their lapel signifying they served as guard of the
tomb. There are only 400 presently worn.

The marble for the Tomb of the Unknowns was furnished by the Vermont Marble Company of Danby , Vt. The marble is the finest and whitest of American marble, quarried from the Yule Marble Quarry located near Marble, Colorado and is called Yule Marble. The Marble for the Lincoln memorial and other famous buildings was also quarried there.
The Tomb consists of seven pieces of rectangular marble:
Four pieces in sub base; weight Â- 15 tons;
One piece in base or plinth; weight Â- 16 tons;
One piece in die; weight Â- 36 tons;
One piece in cap; weight Â- 12 tons;
Carved on the East side (the front of the Tomb, which faces Washington, DC)
is a composite of three figures,
commemorative of the spirit of the Allies of World War I.
In the center of the panel stands Victory (female).
On the right side, a male figure symbolizes Valor.
On the left side stands Peace, with her palm branch to reward the devotion and sacrifice that went with courage to

The first Tomb of the Unknown Soldier was a sub base and a base or plinth.
It was slightly smaller than the present base. This was torn away when the present Tomb was started Aug. 27, 1931 .

Top of the fold -- Federalism for Iraq...
This week, one month ahead of the 30 June deadline for transfer of sovereignty back to the Iraqi people from the Coalition Provisional Authority, the Iraqi Governing Council named both a prime minister and a president. Then the council itself was dissolved. Said new President Ghazi Mashal Ajil al-Yawer at a press conference, "We Iraqis look forward to being granted full sovereignty through a Security Council resolution to enable us to rebuild a free, independent, democratic and federal unified homeland." A Sunni Muslim, al-Yawer will help to balance the selection of Shi'ite Iyad al-Allawi as Prime Minister last Friday.
UN-preferred candidate Adnan Pachachi withdrew from consideration for the presidency, perhaps fearing that he would be seen as a UN puppet. Pachachi, a former foreign minister, was the top choice of UN envoy Lakhdar Brahimi.
While the presidency is largely a ceremonial position, al-Yawer pledged to work toward "complete sovereignty of our country and establishing a democratic and federal system under which people enjoy a free citizenship in a state of laws and freedom."
President Bush was pleased with the progress, saying in a Rose Garden press conference Tuesday, "The naming of the new government brings us one step closer to realizing the dream of Iraqis -- a fully sovereign nation with a representative government that protects their rights and serves their needs. This is a very hopeful day for the Iraqi people [and] for the American people."
The Iraqi government will certainly face an uphill battle. Not only must it build sovereignty and legitimacy in the international community -- it must also fight terrorism at home. Indeed, as the announcement of the new president was made, a car bomb exploded outside the offices of the Patriotic Union of Kurdistan, located near the green zone headquarters of U.S. forces in Baghdad (reports claim three dead, and more than 20 wounded). A second bomb exploded in Baghdad Wednesday leaving us to wonder what on earth these "freedom fighters" could find so frightening about a free and democratic Iraq right smack in the middle of the Arab world.
Also among the first challenges facing the new government will be the negotiation of an agreement with the U.S. on control of coalition forces. There has been some disagreement about "veto" power given to the Iraqi government -- Iraqis are, of course, calling for a greater say in the operations of the 135,000 coalition troops in their country. However, they also realize that due to the ongoing threat of the aforementioned "freedom fighters" (known here in our humble shop as terrorists), they'll need plenty of help from coalition forces in the coming months. It's barely worth noting that France, along with the rest of the UN, is calling for full "veto" power for the new Iraqi government. (Regarding the UN's "support" of Iraq, tune in next week as we shine a long-overdue light on the UN's utterly corrupt Oil-for-Food program.)
Prime Minister al-Allawi is expected to rehire some of Saddam's military leaders -- those from the intelligence service or secret police -- in order to combat terrorism. "Yesterday and today, there have been terrorist attacks," al-Allawi said. "As Iraqis, we want to work with the multinational force and with friends and our brothers in the region to defeat these continued threats to Iraq and the Iraqi people." It remains to be seen whether rehiring Saddam's men is the right course of action, but Iraqis also have reason to fear a government without authority. Perhaps al-Allawi is seeking to address this issue.
Early 2005 is the expected time for a new constitution to be completed, including provisions for national elections. As Iraqis work toward a constitution that will bestow upon them unprecedented liberty, they might do well to consider our own young republic as a model. The solution, we believe, is federalism -- separate states, perhaps on the basis of ethnicity, unified by a federal government to retain the regional balance of power. Federalism, more than any other alternative, could bring eventual resolution to the inchoate nature of post-war, post-Saddam Iraq.
How so? Federalism allows for a decentralized authority that can address the legitimate concerns of Iraq's ethnic-regional populations, also addressed in the appointment of Sunnis, Shi'ites and Kurds to the new government. In addition, federalism allows the central government to be strong in its own spheres, primarily those of defense and commerce. The specifics of how to begin the transition from occupation to federalism are best left to those on the ground in Iraq: U.S. and allied planners, and the Iraqi people themselves. The interim Iraqi Constitution is a good beginning, in that it shows an essential awareness of Iraq's abiding regionalism.
Yet the thing that stands ominously in the way of federalism and liberty in Iraq is the continued presence of radical Islam. Some would argue that Islam as a whole is not conducive to freedom; that it fosters tyranny and subservience. If this is so, then federalism can succeed in Iraq only by adapting to the needs of a secular/Islamic society. Federalism in our republic was comprehensible because of our virtuous foundation in Christianity. Islam is much different in its worldview, and so must the concept of federalism be different.
That being said, Americans and Iraqis alike need look no further than our own Constitution, the timeless logic of The Federalist Papers, and the guiding documentation of the Declaration of Independence. For Iraq to become a stabilizing and democratizing force in the Middle East, stability and democracy must first take root within. In the end, we believe that federalism is Iraq's, the Middle East's, and the West's last best hope for securing the blessings of liberty.
