It's been no secret that Iran has had numerous AQ leaders in "custody" for a long time now.

Just some chaff to satisfy the Saudis, pissed off that the AQ assets warehoused in Iran with the security services there for the past two years were impertinent enough to start ordering attacks in Saudi Arabia itself.
What the Iranians did to encourage this, I don't know. But I expect they had a hand in some double-dealing.
BTW, most of the recent bombings, Turkey, Spain, etc., have been traced back to figures in Iran.
Also, it's nothing new. Iranians have said for two years that they've "detained" AQ. The Iran/Afghan border story is probably bogus, but offers plausible deniability given the context of repeated stories that AQ "leaders" are in the mountains of Afghanistan and Pakistan.
It will be interesting to see who these "detainees" are.
Kofi Annan just announced that the UN demands an immediate halt to this recent surge of unilateral surrendering until the Security Council can meet to form a consensus as to whether or not the affected parties actually have broken any international laws or UN resolutions, regarding which he is "appropriately sceptical".
