Rescuers: Katrina Death Toll Boosted by Violence

Rescue and recovery workers returning from New Orleans say they've found a shocking number of victims who died - not from Hurricane Katrina's floodwaters - but from gunshot wounds and other forms of violence apparently inflicted by gangs who terrorized the city after the storm struck.......

After a while...and the media is very careful to fault them...but you get the impression that Orleans police were not up to standards. The number of cops who just walked off the job...you wouldn't have in NY or Miami. I'll even bet all are rehired within 30 days with no mention of their walking off in their records.

One even starts to see them at the same level as the Mexico City cops...corrupt and imcompetent. Every question that the police chief gets...is very well crafted to avoid making them look like fools. Personally, I'd fire the entire department, and bring in outsiders...because something was wrong in New Orleans...way before the flood or hurricane.

That makes sense. I always thought that a lot of those who stayed did so to loot.


Of course they did....this was their big bonus to their welfare check. I talked to several New Orleans residents who did not evacuate because they were scared of the looting. They stayed to protect their property.

I'm not getting what her gripe is, exactly. Did she have a particular sum of money in mind that she feels she is entitled to? And why couldn't she fill out the paperwork and meet a caseworker just like everyone else? The Salvation Army gave her food, money and a gift card, yet she gripes because she wanted clothes and furniture? Are used items not good enough for her?

Sorry. I have no compassion for this twit.

The Red Cross didn't help her and apparently she's been an avid volunteer for them over the years.

She did heed the warnings and got out in time so I don't think she qualifies as a "twit", really.
She's lost everything and is mad that the Red Cross pretty much blew her off.

I know it's a long article but read what she says about "refugees" who are "shelter shopping" by "borrowing" other people's kids to get extra money/supplies.

I think her point is that fraud and corruption are consuming the aleady sparse resources.

I cannot comprehend a VA nurse who doesn't have a credit card to pay for a week or so. Somehow, we need to improve understanding of econ and money management. Suze Orman is doing her best, I guess.

In defense of the governor and local officials(I'm no fan, but just trying to be fair), most disasters are not accompanied by looting (The Myth of Maladaptive Behavior). The suggested method is usually to place a few armed guards at strategic locations and let the rest help with rescue efforts.

By the way this article also discusses the "PAPER PLAN SYNDROME" which deals with having a plan but not following it.

Except in civil disorders, it has been difficult to verify that significant looting or an increase in criminal activity occurs in peacetime disasters.

Unfortunately, police sometimes invest so much effort in preventing looting that traffic control suffers. Serious crowd and traffic problems interfere with access, and movement of ambulances and rescue equipment are not managed optimally. However, because the public expects looting and other anti-social behavior, they need to feel the presence of security forces in the area. It is not usually necessary in natural disasters to deploy massive forces for this purpose. Rather the need can often be met by placing a few armed guards at strategic and conspicuous locations, and by mass media announcements that all necessary precautions are being taken.

Exactly...and she did call them up. But she did not use them to quell the violence and patrol the streets or the areas being looted.

I just read tonight that one of the children raped was only two years old!!! Didn't say if she was murdered. I would WANT to do deadly harm to those animals.

Another thing Col. Hunt mentioned was more than one of the police joined in the fray. He did indicate a lot of the officers has bonded due to the difficulties presented with communications. I'm beginning to think hearings on this is going to be very revealing.

I can't understand why you are blaming the Red Cross for the actions of the 'shelter shoppers'. Many people were forced out of their houses quickly by the flood and had no time to get any of their identity cards.

The Red Cross and FEMA are being compassionate and allowing people to get immediate assistance without proof of identity. Many lowlifes across the country know this and are taking advantage of it. To stop the fraud, the only alternative would be to require identity cards for everyone. Is that what you want them to do to stop the fraud?

I can't believe how people continue to expect the impossible out of government and volunteer agencies. They might have the money they need, but in order to spread that money out to the people that need it, it takes a huge amount of manpower and paperwork. These agencies are spread out over thousands of shelters nationwide. They are handling survivors from Louisiana, Mississippi, Alabama, Florida and now with hurricane Ophelia they are having to help people in North Carolina. This disaster did not just happen to New Orleans.

I think that what these people have done in such a short amount of time from setting up shelters all the way down to distributing money is simply amazing. Can we all step back, WAY back and look at the big picture here? The scale of what these agencies are dealing with is unprecidented.

Hunt mentioned gangs from Miami and Memphis. Even museums and banks were looted by the gangs.

I thought the boat thing was humorous given that NO had three boats only one of which was working.

Yes, I got that part. I read it all. And as unfortunate as it was and inconvienient, she is required to fill out the forms just like everyone else. I wouldn't give 2 cents to the Red Cross. And I am put off by this womans attitude. Especially her giving the back of the hand to the Salvation Army. To me, she's a twit.

I remember seeing the guy using a battering ram to try and break into a bank. When he could break the window in the door one of his cohorts came in with a tractor with a scoop and used that to break the door open. A jewelry store had the entire safe taken and heaven only knows what they took out of Saks.

BTW, watching Rita Cosby right now and she said there is still a lot of fires breaking out.

I distinctly remember Mayor Nagin and Governor Blanco both saying they weren't concerned about looting because there was so much else to worry about. Has anyone seen transcripts of these statements?

I think they want NO up and running again so bad that they are downplaying the crap that is still going on there now. The major players that did the serious looting still have a huge playground full of treasure and they are entrenched They will be hard to identify, let alone catch and prosecute. With people being allowed to freely move in and out of the city, they have a pipeline for their stolen goods, too.

I can't even begin to guess where you got *that* from.

I SAID 'read about the shelter shoppers' regarding the FRAUD going on....period.
That sentence had NOTHING to do with the Red Cross' "performance" or anything else *other* than evil people profiting from the generosity of some and the misery of others.

*My* grudge agains the RC is the way they "kept" a lot of money that was bound for the 911 victimes and their families after 911.

Surely you do recall that?
There *was* a huge investigation.
