I have been thinking the very same thing. Can God be truly just and merciful while our country kills millions of innocent babies over and over. And not only support abortion but fight for the right. But the list goes on and on doesn't it?

They go on to say this:

With those important caveats, estimated outlays are about $2 billion for the first 5 years — 2007-2011 — and $12 billion for the first 10 years — 2007-2016. The final figures will be bigger than those. Most of those costs are for Medicaid and Food Stamp programs.

They say those are not the final figures. The final figures will be bigger. It didn't include the earned income tax credit.

They go on to say this:

Outlays in the succeeding 10 years will be greater. The bill would impose mandates on State and local governments with costs that would exceed the threshold established in the Unfunded Mandates Reform Act in at least 1 of the first 5 years after they would take effect. "

I'm amazed. Not only is there no Constitutional right to US citizenship just cause you are born here (you need to have US parents too), but they cite an 1870 law that forbids giving citizenship to children of aliens.

.... NOW, will that be enforced?

What would you all say to assuage my guilt on this matter?

In matters of national security, the federal government has an obligation to protect our borders. By shifting this responsibility to the States, it abrogates that obligation. For instance, what California does by providing a safe haven for illegals in universities or anywhere else can affect its neighbors.
