Al-Qaeda Draws New Recruits Via Internet

Al-Qaeda is using the Internet to recruit vulnerable young people to its terrorist network, according to a programme aired on Saudi Arabian TV late on Tuesday.

Umm Osama, the founder of al-Qaeda's first women-only website, al-Khansa, joined several others on the programme to discuss how they renounced jihadist ideology.

Among those who sought a response to this question was an imam from the Medina mosque, Saleh Ibn Awad al-Mudamsi, and the father of a young al-Qaeda suspect held in an Iraqi prison. Read More

TIKRIT, Iraq – Coalition force Soldiers found two weapons caches in a Christian cemetery south of Baqubah, Iraq, July 7.

The caches, together, consisted of two rocket launchers, rockets, seven rifle grenades, three AK-47’s with magazines and multiple other devices used to make improvised explosive devices.

“This cache find demonstrates that we continue to add pressure on criminals who conduct indiscriminate attacks and eliminate their illegal weapons and disruptive accelerants as they attempt to run and hide,” said Maj. Jon Pendell, a spokesperson with the 2nd Stryker Cavalry Regiment.

ARTICLE SNIPPET: “A Hamas cell that was plotting suicide attacks inside Israel with chemical explosives was arrested in May by the Shin Bet (Israel Security Agency) and the IDF, security officials announced Tuesday.”

ARTICLE SNIPPET: “One member of the cell, Ayman Awad served a prison sentence in Israel for involvement in dispatching a suicide bomber several years ago.

During their interrogation, the four cell members confessed to having built a laboratory in a Nablus apartment building where they experimented bomb building with different chemical materials, such as sulfur and nitric acid.

The four said they used an instructional video that was prepared by a senior Hamas bomb maker who was killed in 2002 during clashes with IDF troops.”

SNIPPET: “The U.S. Government is taking actions today to further U.S. efforts to counter Iran’s pursuit of technology that could enable it to develop nuclear weapons and the missiles capable of delivering them. Today, the Departments of State and Treasury designated under Executive Order 13382 six Iranian individuals and five entities of proliferation concern. These actions provide additional information that will help financial institutions in the United States and worldwide protect themselves from deceptive financial practices employed by Iranian entities and individuals engaged in or supporting proliferation.

All UN Member States are required to freeze the assets of entities and individuals listed in the Annexes of UN Security Council resolutions 1737, 1747 and 1803, as well as assets of entities owned or controlled by them, and to prevent funds or economic resources from being made available to them.
Effect of Today’s Actions

As a result of our actions today, all transactions involving any of the designees and any U.S. person will be prohibited and any assets the designees may have under U.S. jurisdiction will be frozen. Noting the UN Security Council’s grave concern over Iran’s nuclear and ballistic missile program activities, the United States also encourages all jurisdictions to take similar actions to ensure full and effective implementation of UN Security Council Resolutions 1737, 1747, and 1803.

Treasury Designates Iranian Proliferation Individuals, Entities

Washington - The U.S. Department of the Treasury today designated four individuals and four entities for their ties to Iran’s nuclear and missile programs.

“Iran’s nuclear and missile firms hide behind an array of agents that transact business on their behalf,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “As long as Iran continues to engage in such deceptive practices, companies and banks must exercise extraordinary vigilance to avoid participating in illicit transactions.”

The individuals designated today include Dawood Agha-Jani, Moshen Hojati, Mehrdada Akhlaghi Ketabachi, and Naser Maleki. The entities designated today include Shahid Sattari Industries, Seventh of Tir (a/k/a 7th of Tir), Ammunition and Metallurgy Industries Group (AMIG), and Parchin Chemical Industries.

This action was taken pursuant to Executive Order 13382, an authority aimed at freezing the assets of proliferators of weapons of mass destruction and their supporters, and at isolating them from the U.S. financial and commercial systems. Designations under E.O. 13382 are implemented by the Department of the Treasury’s Office of Foreign Assets Control (OFAC) and the State Department, and they generally prohibit transactions between the designees and U.S. persons, and freeze assets the designees may have under U.S. jurisdiction.

The Annex to E.O. 13382, issued by President George W. Bush in June 2005, designated the Atomic Energy Organization of Iran (AEOI), Iran’s Aerospace Industries Organization (AIO), the Shahid Bakeri Industrial Group (SBIG), and the Shahid Hemmat Industrial Group (SHIG) as entities of proliferation concern.

The AEOI, which reports directly to the Iranian President, is the main Iranian

organization for research and development activities in the field of nuclear technology, including Iran’s centrifuge enrichment program; it also manages Iran’s overall nuclear program. The AEOI is identified in the Annex to United Nations Security Council Resolution (UNSCR) 1737 for its involvement in Iran’s nuclear program.

Dawood Agha-Jani is being designated because he acts or purports to act for or on behalf of, directly or indirectly, the AEOI. Agha-Jani was listed in UNSCR 1737 for his involvement in Iran’s nuclear program, and identified as the head of the Pilot Fuel Enrichment Plant (PFEP) at Natanz. Natanz, which is subordinate to the AEOI, is Iran’s main uranium enrichment facility. The PFEP is a test facility that has the capacity to hold 1,000 centrifuges.

Moshen Hojati is being designated because he acts or purports to act for or on behalf of, directly or indirectly, the AIO and the Fajr Industries Group. The AIO, a subsidiary of the Iranian Ministry of Defense and Armed Forces Logistics, is the overall manager and coordinator of Iran’s missile program. AIO oversees all of Iran’s missile industries. Its subsidiaries, SBIG and SHIG, were both identified in the Annex to UNSCR 1737.

Hojati has been linked to the AIO since at least 2001, serving in various capacities. Hojati was listed in UNSCR 1747 for his involvement in Iran’s ballistic missile program, and identified as the head of the Fajr Industries Group, an entity identified in the Annex to UNSCR1737 and designated by OFAC under E.O. 13382, on June 8, 2007, for being owned or controlled by the AIO.

Mehrdada Akhlaghi Ketabachi is being designated because be acts or purports to act for or on behalf of, directly or indirectly, SBIG. As the head of SBIG, Ketabachi plays a key role in SBIG’s day-to-day affairs. Ketabachi is also active in negotiating the procurement of equipment for SBIG.

Naser Maleki is being designated because he acts or purports to act for or on behalf of, directly or indirectly, SHIG. Maleki has been identified in UNSCR 1747 as the head of SHIG and an Iranian Ministry of Defense and Armed Forces Logistics (MODAFL) official who oversees work on the Shahab-3 ballistic missile program.

Also designated today is Shahid Sattari Industries, an entity which is owned or controlled by, and acts or purports to act for or on behalf of, directly or indirectly, SBIG. Shahid Sattari Industries is involved in the manufacturing and maintenance of ground support equipment for SBIG.

The other three entities designated today, Seventh of Tir (a/k/a 7th of Tir), Ammunition and Metallurgy Industries Group (AMIG), and Parchin Chemical Industries, are owned or controlled by, or act or purport to act for or on behalf of, directly or indirectly, Iran’s Defense Industries Organization (DIO). The U.S. Department of State designated DIO under E.O. 13382 on March 28, 2007, for engaging or attempting to engage in activities or transactions that materially contributed to or pose a risk of materially contributing to the proliferation of weapons of mass destruction or their means of delivery. DIO also is identified in the Annex to UNSCR 1737.

AMIG was listed in UNSCR 1747 for its relationship with Seventh of Tir, which it controls. Seventh of Tir has been involved in a variety of international transactions related to weapons procurement. UNSCR 1737 described Seventh of Tir as a subordinate of DIO, widely recognized as being directly involved in Iran’s nuclear program. Seventh of Tir has been connected to Iran’s centrifuge development program.

Parchin Chemical Industries is an element of DIO’s chemical industries group and is identified in the Annex to UNSCR 1747. As a subordinate of DIO, Parchin acts on behalf of DIO, importing and exporting chemical goods throughout the world. In April 2007, Parchin Chemical Industries was identified as the final recipient of sodium perchlorate monohydrate, a chemical precursor for solid propellant oxidizer, possibly to be used for ballistic missiles.

G8 Leaders Statement on Counter-Terrorism

We, the leaders of the G8, condemn in the strongest terms all acts of terrorism, and commit ourselves to take every possible measure to counter this threat to the international community. We have taken cooperative actions against terrorism, particularly in successive G8 Summits since 2001, including strengthening the role of the United Nations, improving information sharing, and combating the financing of terrorism, strengthening the security of land, sea, and air transport, undertaking measures for better control of Man-Portable Air Defense Systems, and launching the Secure and Facilitated International Travel Initiative. Still, terrorism remains one of the most serious threats affecting all countries and peoples in the world.

Our work is and will be guided by shared principles, including the following:

- All terrorist acts are criminal and unjustifiable, and must be unequivocally condemned, especially when they indiscriminately target or injure civilians.

- Suicide bombings are a particularly despicable tactic, and recruiting the young or disadvantaged to carry out such acts must be uniformly condemned.

- Abductions and the taking of hostages are repugnant practices to be strongly condemned.

- Conflict, oppression, and poverty do not excuse or justify terrorism.

- Terrorist abuse of freedoms inherent to democratic societies to spread hatred and incite violence, such as through abuse of modern technologies and open borders, will not be tolerated.

Today in Hokkaido Toyako, we reaffirm our commitment to countering terrorism with every means at our disposal, while ensuring the rule of law and respect for human rights and international law. Our success in combating terrorism will lie not only in countering present terrorist threats, but in providing the hope and reality of a vision that undercuts the false appeal of violent extremism. Thus, we welcome the report submitted by the G8 experts on international terrorism and transnational organized crime, and underscore our pledge to further strengthen our cooperation to counter the terrorist threat including the following:

1. We recognize the United Nations’ central role in countering terrorism and express our firm support for UN efforts. We call on all Member States to implement UN measures to counter terrorism including the Global Counter-Terrorism Strategy and relevant Security Council resolutions. We also stress the importance of concluding and implementing international conventions and protocols against terrorism.

2. We emphasize the critical role of capacity building for countries requiring assistance to meet their international counter-terrorism commitments. In this regard, we will further strengthen cooperation among the G8 and the UN, especially by enhancing efficient coordination with the Counter-Terrorism Committee/Counter-Terrorism Executive Directorate (CTC/CTED) through the Counter-Terrorism Action Group (CTAG). We also encourage and support regional cooperation.

3. In light of the diversified threats and methods of terrorism, we will reinforce our efforts to tackle a wide array of threats including Chemical, Biological, Radiological and Nuclear (CBRN) terrorism, attacks on critical energy infrastructure and transportation systems, and the abuse of information/communication technology.

4. We commit also to strengthen our efforts to combat terrorist financing, including the prevention of bulk cash smuggling to finance terrorism and the risk of terrorist exploitation and abuse of charities, while mindful of the overall valuable role of charities. We stress the urgent need for full implementation of existing standards, including Financial Action Task Force (FATF) Special Recommendations VIII and IX, and ask our experts to take steps to share information, evaluate threats, assess new trends and promote implementation and review these efforts next year.

5. We recognize the critical importance of preventing radicalization leading to violence as part of efforts to curb and stop terrorism. We will continue to develop measures to counter and prevent such radicalization.

6. We welcome the G8 Foreign Ministers’ Statement on Afghanistan. We reaffirm the importance of economic and social development along with counter-terrorism measures in the Afghanistan-Pakistan border region, which can play a critical role in bringing lasting peace, stability and security to this region. To this end, we are committed to further strengthening the coordination of our efforts in the border region in cooperation with the respective countries, international organizations, and other donors.

Today, we reaffirm our unshakable belief that terrorism cannot and will not succeed. Our response to the terrorist threat will respect our common democratic values. We must protect individuals and uphold human rights while we confront terrorism. We must promote freedom and security, protect democracy, and ensure justice.
