Pentagon Makes Fighting Extremism Top Priority

Seven years after the Sept. 11 attacks, the Pentagon on Thursday officially named "the long war" against global extremism as its top priority and pledged to avert any conventional military threat from China or Russia through dialogue.

The Defense Department, in a new national defense strategy, also emphasized the need to subordinate military operations to "soft power" initiatives to undermine Islamist militancy by promoting economic, political and social development in vulnerable corners of the world.

Defense Secretary Robert Gates said he hoped the change would help establish permanent institutional support for counterinsurgency skills acquired in Iraq and Afghanistan within a defense community heavily skewed in favor of expensive conventional and strategic modernization programs. Read More

Troops in Iraq Catch 23 Suspects, Seize Weapons Caches

WASHINGTON, Aug. 12, 2008 – Coalition and Iraqi forces detained 23 suspects and seized weapons caches in Iraq over the past two days, military officials said.

During operations today:

— Coalition forces in the Adhamiyah section of Baghdad detained four suspects, including a wanted man who is an alleged associate of an Iranian-backed group known as Kataib Hezbollah. The wanted suspect is believed to be responsible for smuggling weapons and fighters across the Iraq-Iran border, military officials said.

— In a separate operation in Adhamiyah, coalition troops caught a man who military officials believe is linked to makeshift missile attacks. At the target site, forces detained two other suspects and uncovered weapons and materials possibly used for assembling homemade missiles.

— Troops detained three men in the northern belt around Baghdad for their suspected ties to al-Qaida in Iraq and a bombing cell in the area. The cell is known to operate in Tarmiyah and attack Iraqi civilians.

— In a third Adhamiyah operation, troops captured two suspects, including a suspected propaganda expert for Kataib Hezbollah. During on-scene questioning, the man admitted to designing Web sites for the Iranian-backed group to publicize their missile attacks on Iraqi and coalition forces, military officials said.

— Coalition forces detained two suspected terrorists in Abu Ghraib, about 12 miles west of Baghdad, for their alleged membership in a car-bombing cell that operates as far west as Fallujah, military officials said.

— Coalition forces in Mosul detained a suspected associate of al-Qaida in Iraq’s financial infrastructure. Information from a July operation led troops to the suspect, who military officials believe has ties to al-Qaida in Iraq senior leaders.

— Multinational Division Baghdad soldiers detained a suspected Iranian-backed “special groups” cell leader in the Rashid district of Baghdad. He is suspected of conducting roadside-bomb attacks against coalition forces, military officials said.

— U.S. Army soldiers seized a weapons cache northwest of the Iraqi capital that contained a 130 mm projectile, an 82 mm mortar and a 1.5 pound block of chemical explosive.

In Iraq yesterday:

— Coalition forces detained six suspected terrorists in Mosul while targeting a terrorist cell reportedly planning to poison Iraqi citizens and the security forces protecting them. The group is believed to be linked to a bombing network that operates in the Tigris River Valley, military officials said.

— Troops detained a suspected special groups member who last week infiltrated the Iraqi police in eastern Baghdad. The suspect is accused of using a police vehicle to transport homemade explosives, conduct kidnappings, and disseminate information about Iraqi police and U.S. military operations to group members in the Iraqi capital, military official said.

— Multinational Division Baghdad soldiers and Iraqi National Police discovered a weapons cache in Baghdad’s Rashid district. Acting on a tip from an Iraqi citizen, the soldiers seized a rocket-propelled-grenade launcher, two RPG rounds, a machine gun and ammunition.

ARTICLE SNIPPET: “A bomb exploded near a bus carrying civilians and members of the military in the northern Lebanese city of Tripoli early Wednesday, killing at least 10 people and wounding others, security officials said.

The officials said the bomb was planted on the side of a road and went off when the bus passed by, causing the casualties. They said the explosion happened as the streets were filled with people heading to work, which contributed to the many injuries.”

“Elderly Christian Couple in Iran Die From Injuries Sustained by Police”

ARTICLE SNIPPET: “IRAN (ANS) — A 62-year-old church leader and his wife have died as a result of injuries sustained from a police raid on their home in Isfehan, Iran.

Christian Solidarity Worldwide (CSW), citing the Farsi Christian News Network (FCNN), says Abbas Amiri died in hospital on July 30, 2008, in Isfehan, Iran.

Mr Amiri was one of a number of church members who was physically assaulted by police officers who raided his home in Malek Shahr on July 27, 2008 during a Sunday gathering of the house church.

CSW is also saddened to confirm that Mr Amiri’s wife, Mrs Sakineh Rahnama, died on August 3, 2008 in Masjid-Soleiman, from the injuries and emotional stress she suffered during the police raid and the loss of her husband.

The human rights group says 2008 has seen a serious increase in the number of detentions and physical mistreatment of non-Muslims in Iran. Two church leaders who were arrested in Shiraz in May 2008 are still being kept in poor conditions, with no charges brought against them.

CSW continues to be deeply concerned over the deteriorating religious freedom situation in the country.

Mervyn Thomas, Chief Executive of CSW, said “It is devastating that gross human rights abuses continue unabated in Iran without the appropriate scrutiny and condemnation from the international community. At a time when the world’s attention on Iran is focused on her nuclear ambitions, the suffering of religious minorities goes largely unnoticed.”

ARTICLE SNIPPET: “A 50-year-old Muslim man, who allegedly made a blasphemous statement against Prophet Muhammad, was beaten to death in Kano on Saturday.

The man was killed at Sheka Aci Lafiya quarters when some angry Muslim youths besieged his house and beat him to a state of coma.

He died shortly after a team of police and Hisbah officials rescued him from the mob, the police said. The man died as he was being rushed to the Murtala Muhammad Specialist Hospital.

Witnesses told Daily Trust that the man, though a Muslim, made a statement residents considered as blasphemous against the Holy Prophet after his relatives denied him his share of the estate left by their deceased father.

He was beaten and left unconscious before the police intervened and dispersed the crowd.”

Mr. Gistaro was appointed NIO in November 2006 after nearly two decades of service with the Central Intelligence Agency. The following is the prepared text of his remarks.
We assess that greatly increased worldwide counterterrorism efforts over the past five years have constrained the ability of al-Qaeda to attack the United States and our allies and have led terrorist groups to perceive the homeland in particular as a harder target to strike than on September 11. These security measures have helped disrupt known plots against the United States since September 11. That said, al-Qaeda remains the most serious terrorist threat to the United States, and we remain in the heightened threat environment we noted in the July 2007 National Intelligence Estimate.

• We are not aware of any specific, credible al-Qaeda plot to attack the U.S. homeland. But we do receive a steady stream of threat reporting from sources of varying creditability, which the U.S. intelligence community is investigating aggressively.

• As the election nears, we expect to see an uptick in such threat reporting — of varying credibility — regarding possible attacks.

• We also expect to see an increase in al-Qaeda’s propaganda efforts, especially around the anniversary of the attacks of September 11, 2001, which has often been a hook for such propaganda statements. In Osama bin Laden’s September 2007 address to the “American people,” he labeled the democratic system “a failure.” He claimed that there is no difference between Democratic or Republican candidates winning presidential or congressional elections so long as “big corporations” support candidates.

We assess that al-Qaeda’s intent to attack the U.S. homeland remains undiminished. Attack planning continues and we assess it remains focused on hitting prominent political, economic, and infrastructure targets designed to produce mass casualties, visually dramatic destruction, and significant economic and political aftershocks. • In his September 2007 statement, bin Laden said that American citizens cannot be considered “innocent” because they are complicit in their government’s policies. He called for Americans to convert to Islam, and warned that the solution “is to continue to escalate the killing and fighting against you.””
