Is there some requirement that a president has to answer reporters' questions without notes?

We used to have a president with a degree from Yale, an MBA from Harvard, who could fly a jet, who ran a successful business, had been governor of one of our largest, most populous states, and who won a major war in the Middle East. Then again, he could not string two coherent sentences together if his life depended on it.
George W. Bush won the Iraq War on the battlefield and then he then proceeded to most likely lose it in the near future by his utter failure to use the Bully Pulpit to keep the American Home Front from being demoralized by the liberal news media and the Democrats.
As a result, we have a Democrat House, a Democrat Senate, a Democrat White House, a Trillion Dollar Porkulus funding the Left-Wing political machine and at least two very dangerous years ahead of us.

Further complicating matters, teleprompter copy can't be easily updated in real time, in a setting like a White House press conference.That's okay. A few 'uhs', 'umms' and 'that's a good question' will stall long enough for the copy to catch up. I'm sure that George Soros can hire very speedy typists.
