Key witness in (presidential) passport fraud case fatally shot [old article]

Key witness in passport fraud case fatally shot

A key witness in a federal probe into passport information stolen from the State Department was fatally shot in front of a District church, the Metropolitan Police Department said yesterday.

Lt. Quarles Harris Jr., 24, who had been cooperating with a federal investigators, was found late Thursday night slumped dead inside a car, in front of the Judah House Praise Baptist Church in Northeast, said Cmdr. Michael Anzallo, head of the department's Criminal Investigations Division.

Cmdr. Anzallo said a police officer was patrolling the neighborhood when gunshots were heard, then Lt. Harris was found dead inside the vehicle, which investigators would describe only as a blue car.

Emergency medics pronounced him dead at the scene.

City police said they do not know whether his death was a direct result of his cooperation with federal investigators.

"We don't have any information right now that connects his murder to that case," Cmdr. Anzallo said.

Police say a "shot spotter" device helped an officer locate Lt. Harris.

...

The Washington Times reported April 5 that contractors for the State Department had improperly accessed passport information for presidential candidates Sens. Hillary Rodham Clinton, Barack Obama and John McCain, which resulted in a series of firings that reached into the agency's top ranks.

One agency employee, who was not identified in documents filed in U.S. District Court, was implicated in a credit-card fraud scheme after Lt. Harris told federal authorities he obtained "passport information from a co-conspirator who works for the U.S. Department of State."

This article is not 4/19/09 as it is shown in the post.

It is from 4/19/08, one year ago.

This will mislead people unless corrected.

Well...it appears that the wayback machine didn't 'cache' this URL. Not definitive, as perhaps the URL was different last year?!?!

The article says Saturday, April 19, 2008 on the byline.

Which is correct for last year.

But the rest of the Washington Times page content appears current.

Can you verify from another source(DC area) that this is current information?

I didn’t remember this story either, as it has clear Arkancide type tendencies.

The WT is usually conservative, if it was the Washington Post I would suspect deliberate date tampering to bury this news for future readers.

People were scanning all kinds of things like this last year. I can't believe it would have been missed. It's almost like it just appeared to cover someones behind.

I'm still trying to deduct logically if it's legit or not. Do you remember this story?

Shot at close range, 11 PM on a Thursday night. He had recently exited the church, with a muffin and a bottle of water.

The web is curiously devoid of much mention. Quarles Harris is, however, also the name of the oldest exporter of Port in the world, dating to 1680.

I get the impression, from the name of the church, the location of the church, etcetera, that the victim was black.

That’s about all I could dredge up in a short search.

Thanks. Googling his name shows he was killed on April 19, 2008.

He was being implicated in a ring of people who were lifting identities from the State Dept. passport files to issue fraudulent credit cards, etc. He said he had a co-conspirator in the Passport Office for these thefts.

Real conincidence that he gets off’ed two wekks after saying that.

Exactly, very strange that this happened so quickly after he made the statement relating to passports, and then to have so little coverage...you would think that at least some publication other than the Washington Times would have at least mentioned it.

And this one even mentions Quarles Harris by name, as well as his connection to the State Dept., prior to his death...wonder if the arrest and resulting publicity was what sealed Harris' fate.

b.t.w. regarding being too old for the way back machine, looks like 1 year elapsed time would be enough for them to have it available in an archive. from their site:

"Material typically becomes available here 6 months after collection (See FAQ)"

From the 'FAQ'

"Why are there no recent archives in the Wayback Machine?

It generally takes 6 months or more for pages to appear in the Wayback Machine after they are collected, because of delays in transferring material to long-term storage and indexing.

There is no access to files before they appear in the Wayback Machine."

Again, not definitive for sure. But interesting non the less.

Things seem to be heating up over the Birth Certificate. Maybe it’s all about to come to the surface. I read today that in the first few months of this year alone Obama has spent millions on legal defense to keep the secret...secret, whatever “it” is. This is extremely intimidating to anyone who would be going down that path.

From your link is this: " Harris may have already used those bogus documents as he's facing charges of credit-card fraud in Maryland from a September incident at a mall there; court documents show that Harris purchased 10 Nordstrom gift cards worth $1,000 each on Sept. 25 with a credit card that did not belong to him. "

That would be Sept. 25, 2007.
