The Font and typewritten abstract updates (purch, sale, mortgages, foreclosures etc) are very consistent done on the parchment paper of the time.

So, no I don't buy it. They are waiting for the Blogosphere to come to a consensus that this is not a fraud on the surface of it.. which can be done in less than a day. They are waiting for a 2nd Source, to say that this document physically exists and is in a specific person's possession.
Past this, it would be highly inappropriate not to report it in the terms that WND did,

This is basic reporting and it is the obligation of News organizations to cover this occurrence regardless of whether the document is genuine or a fraud. Either way it is news.
Use of English on their docs makes them much handier for international purposes.

You're confusing two things. The House does what you say if no one has 270 certified EVs.
But before you get there, a special Joint Session of Congress, with the outgoing VP in the chair, opens, counts, and certifies the EVs.

This Republic of Kenya title is then a key to authenticity. A forger would need do extensive historical research to determine when Kenyans started producing documents with the Republic of Kenya. If other documents from February of 1964 call it the Republic, then it is likely authentic. But if other contemporaneous documents refer to Kenya still as a colony, or something else, then it is probably fake.

I’ve still got to get online at the lab and do a Lexis-Nexis search of “Republic of Kenya” and “Dominion of Kenya” in pre-internet publications. So far there were only about 1800 references in Google to “Dominion of Kenya,” most of these repetitions, versus 160,000 for “Republic of Kenya.”
Tell what is fake?
I could color photo copy a 100 dollar bill back it, take a picture of it, and you could not tell from the picture that it was fake. Though clearly it IS a fake.
You can’t prove much about any document from a PICTURE of it. You certainly can’t tell if it is real or fake. And REAL documents expert will tell you that. Hollywood could produce just about any document that they needed to and you would not be able to tell if it was fake with out an expert, and that expert would have to be actually holding the document to tell. Polarik might have gotten some things right, but he got a lot wrong as well, mostly because he isn’t a documents expert. He writes surveys and does Statistics.

Pay close attention to the last line which reads:
“Given under my Hand and Seal of Office this 17th day of February, 1964”
