Trouble for Mitt Romney? Mass. Health Plan Covers Abortion
CBS News ^ | 2010-03-08 | Brian Montopoli

Mitt Romney's role in overseeing passage of a universal health care plan in Massachusetts appears likely to cause headaches for the former Republican governor should he make his widely-expected run for the White House in 2012.

As Matt Yglesias noted Sunday, all of the government-subsidized health care plans offered to low-income Massachusetts residents, under a program called Commonwealth Care, cover abortion.

No problem. I am not a Romney supporter, NOR will I allow myself to be used as a "tool" for the left-winged media. As a footnote and update to the story this thread spawned from:

Update: Romney spokesman Eric Fehrnstrom emails in response to the post:

"Court rulings in Massachusetts require state-subsidized health plans to offer abortion services," he said. "It's not something that Governor Romney agrees with, but it's longstanding court precedent that predates his administration."

TRI CARE FOR LIFE This from a google search:

This option would help reduce the costs of TFL, as well as costs for Medicare, by introducing minimum out-of pocket requirements for beneficiaries. Under this option, TFL would not cover any of the first $525 of an enrollee’s cost-sharing liabilities for calendar year 2011 and would limit coverage to 50 percent of the next $4,725 in Medicare cost sharing that the beneficiary incurred. (Because all further cost sharing would be covered by TFL, enrollees could not pay more than $2,888 in cost sharing in that year.) http://www.cbo.gov/ftpdocs/99xx/doc9925/12-18-HealthOptions.pdf

By Rick Maze - Staff writer, Oct 7, 2009

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.

The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.

“President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees” in fiscal 2010, Matz said. “We took them at their word, and I can’t believe that a co-pay increase like this was allowed to go forward,” he added.

Wouldn’t that mean that Romney knew it would be a part of his RomneyCare bill?

It’s a fair question and one we should research to be sure. I will do a little more digging.

This has been covered before. Said coverage was required by state law since 1981 - long before Mitt became governor. 17 other states also require coverage for low-income women. Most of the states are blue states, although Alaska and Arizona are included as well.

-In 1981, The Massachusetts Supreme Judicial Court Ruled That The State Constitution Required Payment For Abortion Services For Medicaid-Eligible Women. (Moe v. Secretary of Admin & Finance, 1981)

- According To The Decision, When A State Subsidizes Medical Care, It Cannot Infringe On "The Exercise Of A Fundamental Right" Which The Court Interpreted As Access To Medically Necessary Abortion Services. (Moe v. Secretary of Admin & Finance, 1981)

- In 1997, The Supreme Judicial Court Reaffirmed Its Position That A State-Subsidized Plan Must Offer "Medically Necessary Abortions." (Planned Parenthood League of Massachusetts, Inc. v. Attorney General, 1997)

17 states provide low-income women access to abortion: AK, AZ, CA, CT, HI, IL, MD, MA, MN, MT, NJ, NM, NY, OR, VT, WA, WV. http://www.naral.org/choice-action-center/in_your_state/who-decides/fast-facts/low-income-women.html

Don’t you get peeved that you have to spend so much time, on the premier conservative forum on the web, slapping down an imposter like Romney? I sure do.

Who would have thought a little more than a year ago that so many liberal lovers would continually push this phony as a legitimate conservative for so long.

"Besides Romney being a liberal the other problem I have with him is that he wants to be president for himself and not to serve his country."

I think that the MAIN reason Romney wants to be President is that it will formally allow him to be become a god on Planet Kolob.

I'm dyin' to hear all about this process during his candidacy's first speech. If Romney is honest, he'll unveil this entire mormon plan of his. It will finally put the kaibosh on any Presidential run, but at least he will be up-front with the voters.

And you wouldn’t rather have Dole or McCain than Obama? Heck, I’d take Dole in 2012 over Obama and he’d be 88. McCain can be his VP and they’d still be light years ahead of where we are now.

Yes, redgirlinabluestate, that’s what I was pointing out. Thank-you for the history. What some were questioning here, was IF the abortion coverage was mandated prior to Romney, would he have known about it when implementing this Massachussetts bill?

I was referring to Dole and McCain’s ability to win and we must choose a candidate who can actually beat a Democrat.

Yes, but given the fact it was required by law and provided since 1981 in Massachusetts (and I don't know how long in the other 16 states mentioned), abortion assistance was given to low-income women with or without this reform bill. It is a red herring. It simply made no difference. I know we are all for Federalism, but not when the blue states makes their own laws we don't agree with, I guess.

It is also interesting that this same abortion assistance is provided in several other states with GOP governors, but they are given a free pass, while Romney is not. Only Romney is expected to break long-standing laws and go against his constituency it seems.
